transoceanic movement of NAF purchased goods to<br />

and from CONUS sea and aerial ports of<br />

debarkation to first destination overseas,<br />

including Alaska and Hawaii, and to the first<br />

foreign (including Guam and Puerto Rico)<br />

destination for goods stocked and redistributed<br />

or procured from Alaska and Hawaii:<br />

transportation of NAF purchased goods in foreign<br />

areas where commercial transportation is not<br />

available, and in combat zones:<br />

movement of NAF purchased U. S. goods between<br />

DOD/USCG installations because of base closures<br />

or to safe<strong>guard</strong> goods under emergency<br />

conditions, e.g., threat of hostile force or<br />

natural disaster:<br />

transportation of NAF purchased goods if<br />

authorized for APF purchase:<br />

utilities, including fuel, for activities<br />

located overseas including Alaska, Hawaii, and<br />

agencies not related to the sale of goods and<br />

equipment maintenance for NAF purchased<br />

equipment, if authorized for purchase with APF<br />

where title transfers to the Government:<br />

printing and reproduction not related to the<br />

sale of merchandise or services or the internal<br />

operation of MWR programs:<br />

routine grounds maintenance:<br />

acquisition of surplus/excess Government<br />

equipment;<br />

rents and leases overseas including Alaska,<br />

Hawaii and Puerto Rico:<br />
