Analysis C3.1 Situational Analysis 7 S152 of the Constitution sets out the objects of local government: a) to provide democratic and accountable government for local communities; b) to ensure the provision of services to communities in a sustainable manner; c) to promote social and economic development; d) to promote a safe and healthy environment; and e) to encourage the involvement of communities and community organisations in the matters of local government. The provision of sustainable services includes i.e. access to water and sanitation, electricity, refuse removal, transport facilities, housing, education and primary health services. To deliver on the objects of local government and to achieve the ultimate goal of improving the lives of the community a developmental approach is necessary. Due regard should be given to spatial planning and development as all development in South Africa finds expression in space economy. Development and service provision should be concentrated on growth points to ensure that the poorest of the poor have access to services and job opportunities. The following assumptions are contained in the National Spatial Development Perspective: 1. Location is critical for the poor to exploit opportunities for growth 2. The poor, concentrated around economic centers have greater opportunity to gain from economic growth 3. Areas with demonstrated economic potential provide greater protection due to greater diversity of income sources 7 Constitution of the Republic of South Africa, 108 of 1996 176
4. Areas with demonstrated economic potential are most favourable for overcoming poverty 5. The poor are making rational choices about relocating to areas of opportunity With regard to Ba-Phalaborwa municipal area the population is concentrated around the following areas: • Phalaborwa with Schittoch and farm Silonque • Namakgale with Makhushane, Mashishimale, Maseke and Boelang • Gravelotte • Lulekani with Matiko-Xikaya, Humulani, Kurhula and Biko section • Seloane with Mahale, Prieska and Nondweni, and In terms of the Limpopo Spatial Rationale, Phalaborwa town is a provincial growth point, Namakgale and Gravelotte district growth points and Lulekani a municipal growth point Ba-Phalaborwa municipal area consists of 2 town centers, 3 townships, 11 villages and 101 farms The following issues needs to be taken into consideration in developmental planning: Established areas: Urban management areas: • Maintenance of infrastructure • Zoning/Land use management • Clean, green and safe areas • Infill development Consolidation residential areas: • Infrastructure backlogs • New housing development • Economic infrastructure • Accessibility • Infill development 177
