Weaknesses are all scores with percent<br />

ranks lower than the 10th<br />

smallest percent rank among the<br />

84 indicators in a specific economy.<br />

For three hard data series (7.3.1,<br />

7.3.2, and 7.3.4), the raw data were<br />

provided under the condition that<br />

only the normalized scores be published<br />

and therefore the original<br />

value equals the normalized score.<br />

For indicator 3.3.2, the range for<br />

both measures is the same, [0, 100],<br />

and therefore both measures are also<br />

identical. In the case of five composite<br />

indicators that were calculated<br />

as percent ranks at the source<br />

(indicators 1.3.1, 1.3.2, 1.3.3, 4.1.1,<br />

and 4.2.1, singled out with ‘*r’), the<br />

normalized scores correspond to the<br />

percent ranks recalculated for the<br />

sample of 141 economies times 100.<br />
