The printer must produce a color digitized image of the applicant and a gray scale signature from an<br />
electronic source, in such a manner as to provide for a non-embossed, finished, color DL/ID card.<br />
The printer must be able to:<br />
1. Print different formats for DL and ID cards.<br />
2. Print text, portrait image, bar code and organ donor and power of attorney icons on the face of<br />
the card.<br />
3. Apply a security overlay on the face and back of the card after printing.<br />
4. Print text and two-dimensional bar code on the back of the card.<br />
5. Encode three tracks on the magnetic stripe.<br />
6. Produce a portrait of the applicant of not less than 1 ⅛” width and 1 ¼” in height.<br />
7. Produce a card with laminate/coating not to exceed 3 ⅛” wide and 2 ⅛” high. The thickness of<br />
the finished license with laminate/coating must meet credit industry standard of .30 (+ or - .003).<br />
Corners of the DL/ID cards must be rounded with a radius of .125. Must be in conformance with<br />
ISO/IEC7810 ID-1.<br />
8. Provide a completed card within the printer with no human intervention required.<br />
9. Not involve any external die cutting.<br />
10. Maintain print and card durability for a minimum of four years based on and compliant with ANSI<br />
NCITS322 test data.<br />
11. Printer noise level must not exceed 75 decibels.<br />
12. The printer and all associated electrical equipment must be designed and built in such a manner<br />
that a voltage fluctuation of a low of 90 volts and a high of 130 volts AC will not affect<br />
performance. The equipment must operate on a regular 110 volts, 60 cycle AC; be equipped with<br />
a grounded plug; and meet Underwriter Laboratory Standards.<br />
Printer Quantity. A total of 298 printers must be proposed as a part of the solution. The 2 CSC, 63<br />
Class 6-8 DR agencies, and the Alpha Test Site, will each have two new printers in operation. The<br />
153 Class 1-5 DR agencies, License Control DR, DTS and IT will have one new printer in operation.<br />
Ten printers are required for the inventory bank. Due to budget constraints, the state has limited the<br />
agencies with redundant printers. However, the state may add redundant printers at all locations at<br />
any time during the Contract.<br />
The Contractor must provide new replacement equipment at its expense when the problems causing<br />
the replacements are due to no fault of the State. Refurbished or used equipment is not acceptable<br />
to the State of Ohio.<br />
Alternate Printing. Where applicable, it is the expectation of the ODPS to keep the usage wear and<br />
tear of the new printers to a minimum. The solution delivered must provide for alternate printing<br />
between the printers. If a printer is not functional due to a breakdown, the DR must have the ability<br />
to print from one printer only.<br />
