• The number and duration of staff.<br />

• The proposed staffing levels working on-site at the ODPS during each of the project phases.<br />

• The specific skills and expertise that the individuals bring to the project.<br />

• All subcontractors that the offeror plans to use during the project, including the scope of their work<br />

and their qualifications.<br />

• The plan for addressing skills and services that are not provided in this base staffing assignment, and<br />

the plans for assigning such staff, how quickly the staff can be provided, and what procedures must<br />

be followed by the ODPS and the offeror’s project manager in acquiring such additional staff.<br />

• The offeror must describe the proposed support staffing and plan to include at a minimum:<br />

1. An account/contract manager and primary point of contact for system changes,<br />

enhancements, resolution of ongoing problems, etc. and a maintenance manager and<br />

primary point of contact for remedial and preventive maintenance support. These individuals<br />

must attend periodic Contract and service review meetings i.e. CRC meetings (as determined<br />

and scheduled by the ODPS), on-site at the ODPS Headquarters along with representatives<br />

of the ODPS, to review service calls, open system related maintenance issues, service<br />

levels, performance, and contract issues.<br />

2. All necessary hardware, software driver products, communications, and design/development<br />

specialists for ongoing support, changes, and system enhancements as needed.<br />

3. All subcontractors that the offeror plans to use during the term of the Contract, including the<br />

scope of their work and their qualifications.<br />

Project Plan. The offeror must detail their proposed Project Plan, including Alpha, Beta/Pilot through<br />

Final System Acceptance as detailed elsewhere in this <strong>RFP</strong>.<br />

The offeror must submit a detailed project plan with its proposal outlining in detail all tasks associated<br />

with the entire project including all project phases such as:<br />

1. Detailed system compatibility and integration requirements.<br />

2. Implementation of all hardware and software driver products.<br />

3. Initial system testing.<br />

4. System acceptance period.<br />

5. Site requirements (i.e. electrical, other issues).<br />

The offeror must identify milestones in the proposed project work plan to measure overall progress and<br />

as an indicator of conformance with the established project schedule. Milestones must be identified by<br />

completion date and detail the required resources.<br />

The offeror’s proposed project plan must include reasonable time for the ODPS to review and approve<br />

task completion deliverables, without interrupting the continuing progress towards completion of the<br />

project.<br />

Project Plan Methodology. As part of its Project Plan, the offeror must describe the proposed<br />

project management and systems development and integration methodology for accomplishing<br />

all of the requirements identified in this <strong>RFP</strong>.<br />
