not providing the quality and reliability required. The State intends to achieve this by adding redundant<br />

printers. The agencies will benefit by being able to continue issuing DL/IDs, if one of the printers<br />

malfunctions. The improved customer service would be seen immediately.<br />

The current camera needs to be changed to increase the quality of the photos captured. The lighting at<br />

each agency is different. Lighting inconsistency is thought to be one of the causes of the images not<br />

capturing the true color of the subject and the backdrop. The agencies need to have a camera with a<br />

dedicated flash to eliminate the discrepancies in lighting. The mega pixels of the camera must be a<br />

minimum of 4.0 to a maximum of 6.2.<br />

The signature capture device used was not designed to handle the current transaction volumes. The<br />

ODPS requires a device that is industrial strength, reliable and can function at the transaction volumes<br />

indicated in this <strong>RFP</strong> to better serve the customer.<br />

Analysis of work volume requirements. In 2006, the State of Ohio issued 3,160,835 DL’s and 407,920<br />

ID’s. In order for the DRs and CSCs to function, they need to use equipment that can handle the volume<br />

of transactions they process. The citizens of this state should not be turned away due to equipment<br />

malfunctions. The Contractor’s solution must provide the agencies with the tools to serve the citizens of<br />

Ohio in an efficient manner.<br />

Objectives. The State has the following objectives that it wants the Work to fulfill, and it will be the<br />

Contractor’s obligation to ensure that the Work meets these objectives:<br />

1. Provide a reliable DL/ID production system.<br />

• Incorporate redundancy of equipment into the system to offset breakdowns and minimize the<br />

business interruption of the DL/ID issuance.<br />

• To achieve a higher level of customer service, a standard of 99.5% uptime per location per week<br />

is required.<br />

• Replacement equipment must be new. The replacement models must be greater than or equal to<br />

the current hardware model for items that cannot be repaired on site. Refurbished equipment<br />

will not be accepted.<br />

2. Provide a high quality and durable DL/ID card.<br />

• Eliminate the fading problem with the photo and print on the card.<br />

• Capture a crisp and clear photo.<br />

• Have a minimum four-year life span.<br />

3. Enhance the efficiency of the DR and CSC operations regarding DL/ID issuance through the use of<br />

new technology.<br />

• Ensure all software components of the system are compatible and integrate with the ODPS<br />

BASS DL/ID issuing software.<br />

4. Upon award, the new equipment is to be installed, tested and accepted. Once the new equipment is<br />

accepted, the existing state-owned obsolete equipment is to be removed and transported to the Alum<br />

Creek Facility (ACF) by the Contractor.<br />

5. Provide a transition period prior to Contract termination or expiration.<br />

Overview of the Work's Scope. The scope of the Work is provided in Attachment Two of this <strong>RFP</strong>.<br />

This section only gives a summary of the Work. If there is any inconsistency between this summary and<br />

the attachment's description of the Work, the attachment will govern.<br />

The Contractor is required to provide a completely operational system, with the exception of DL/ID<br />

issuing software, for producing DL and ID Cards.<br />
