Resumes for key project participants must reflect qualifications and recent experience relevant to<br />

the scope of work and areas of expertise required for this specific project.<br />

Each resume must include at least three references that can be contacted to verify the<br />

individual’s qualifications and experience. For each reference, list the individual’s name, title,<br />

company name or organization, mailing address, e-mail, and telephone number.<br />

The ODPS reserves the right to interview all key project participants proposed by the offeror and<br />

either confirm the recommendations, or request that alternates be proposed subject to approval<br />

by the ODPS.<br />

Security Features. The offeror must describe the items listed, including Security Levels and Threat<br />

Types covered, in the Card Security Features section of the <strong>RFP</strong>. This section must be submitted in a<br />

separate, sealed envelope from the Proposal. The offeror must provide a detailed description of its<br />

proposed card construction and security features. The offeror’s cost should include price discounts<br />

based on the number or combination selected.<br />

The offeror must include multiple recommendations for security features that will comply with REAL ID<br />

requirements. The recommendations must meet Security Levels 1, 2, and 3 and protect against Threat<br />

Types 1-4. However, the ODPS reserves the right to select any Security Features offered.<br />

• Patents, Royalties, etc. The offeror must fully describe any and all patents, royalties, and/or<br />

trade secrets/proprietary information associated with each of the optional security features<br />

proposed.<br />

Proposed DL/ID Solution. The offeror must describe in detail how its proposed solution meets the<br />

functional and technical requirements described in this <strong>RFP</strong>. The offeror may not simply state that the<br />

proposed solution will meet or exceed the specified requirements. Instead, the offeror must provide a<br />

written narrative that shows that the offeror understands the functionality and the technical requirements<br />

of this <strong>RFP</strong> and how the offeror’s proposed solution meets the Mandatory, Functional and Technical<br />

Requirements listed below.<br />

All the specifications given in this <strong>RFP</strong> for equipment and other system elements are minimum system<br />

requirements. The offeror may recommend features or other elements in excess of the minimum but<br />

must clearly identify them as such, provide the rationale behind the recommendations, and explain how<br />

they will benefit the State. The recommendations may not result in additional evaluation credit being<br />

given.<br />

The offeror must list the functional and technical requirements listed below:<br />

MANDATORY REQUIREMENTS<br />

• The offeror must describe how its DL/ID solution meets the “over the counter” requirement,<br />

by having the ability to issue Driver Licenses and Identification cards at two hundred eighteen<br />

sites statewide and allows for future growth.<br />

• The offeror must describe how its proposed solution integrates into the DL/ID issuing<br />

software (BASS) as described in the Attachment Two.<br />

• The offeror must describe how its proposed solution integrates into the ODPS Technical<br />

Environment without any modifications (see Supplement 2).<br />

• The offeror must provide a letter from the manufacturers of the equipment and materials<br />

certifying that the equipment and materials that are a part of the offeror’s solution have been<br />

tested for life span and maximum usage rate in accordance with AAMVA specifications and<br />

rated with a passing grade.<br />
