A. General 1. Scope of Bid The Employer, as defined in the General Conditions of Contract, hereinafter “the Employer”, wishes to receive bids for the Work as described in Section IV i.e. Special Conditions of Contract, hereinafter referred to as “the Works.” The successful bidder will be expected to complete the Works within the period stated in Special Conditions of Contract. Throughout these bidding documents, the terms “bid” and “tender” and their derivatives (“bidder/ tenderer”, “bid/ tendered”, “bidding/ tendering”, etc.) are synonymous, and day means calendar day. Singular also means plural. This tender consists of TWO SECTION- A and B. Section A consists of FIVE maintenance bases viz, NCR, DESU Terminal, Maruti Terminal, Bahadurgarh Terminal , Sonipat Terminal. Section B consists of FIVE maintenance bases viz, Sahibabad Terminal , Ghaziabad Terminal, Secunderabad Terminal , Dadri Terminal & Faridabad Terminal and SOR has been defined separately for TWO sections. The contractor willing to quote for more than one section, a declaration / consent letter for the quoted section is to be given along with technical offer.. The evaluation of the offer shall be done on declaration basis & the evaluation parameters shall be a cumulative of quoted section. Each SOR of the work shall constitute a separate work order in the manner of execution, L.D., CPSG (S.D.), defect liability period etc. The bidder should submit bid security (EMD) as per the table given below in favour of GAIL (INDIA) Limited from any nationalized /schedule bank: S No Section Bid Security /EMD 1 0001- ARC Section A INR 1,10,000/- 2 0002-ARC Section B INR 80,000/- 3 0001- ARC Section A and 0002- ARC INR 1,90,000/- Section B (for both the section) The bidder should submit all the relevant documents duly notarized by Notary Public along with the UN-PRICED BID for meeting BEC, failing which their bid shall not be considered for further evaluation and shall be rejected and on demand by GAIL , Bidder should produce the originals to GAIL for verification 2. Eligible Bidders Bidders shall, as part of their bid, submit duly executed power of attorney authorizing the signatory of the bid to bind the bidder.
