The number of conventional refuelingstations has declinedsince 1970 while the number of vehicle,fueling at those<br />

stations continues to rise. In 1996, there were less than 0.5 conventionalfueling stations per thousand vehicles.<br />

Data <strong>for</strong> alternativefuel vehicles in 1999 indicate that there was an average of 15 stationsper thousand vehicles.<br />
