Orphans’ Fund, City <strong>of</strong> London Act (1822)<br />

6.117 This 1822 Act 202 was consequential upon the Orphans, London Act <strong>of</strong> 1694<br />

(proposed for repeal above) and was passed to increase the income <strong>of</strong> the City <strong>of</strong><br />

London Orphans Fund established by the 1694 Act. In particular the 1822 Act<br />

provided that income such as the receipts from wine and coal duties should be<br />

credited to the Fund at quarterly rather than half-yearly intervals. As explained<br />

above in relation to the 1694 Act, the City’s debts were cleared by 1832 when the<br />

Fund was effectively wound up. Accordingly the 1822 Act has long been<br />

obsolete.<br />

London Printing and Publishing Company’s (Limited) Act 1856<br />

6.118 The preamble to this 1856 Act 203 recorded that the London Printing and<br />

Publishing Company Ltd was incorporated in 1854 for the purpose <strong>of</strong> carrying on<br />

“the Trades or Businesses <strong>of</strong> Printing, Engraving, Bookbinding, and various other<br />

Branches <strong>of</strong> Trade, Manufacture, Art, and Science connected with the Production<br />

and Publication <strong>of</strong> Literary Works”. The preamble also recorded that legislation<br />

was required to give effect to alterations to the Company’s constitution arising<br />

from the Company’s acquisition <strong>of</strong> a business previously carried on by one John<br />

Tallis. 204 The Act provided the Company with a new share structure and<br />

cancelled the terms <strong>of</strong> an earlier agreement entered into by the Company.<br />

6.119 After some initial success the Company’s shareholders decided to wind it up in<br />

June 1882. 205 The 1856 Act thereupon became unnecessary and its repeal is<br />

proposed on that basis.<br />

London Hydraulic Power Company Limited Act 1860<br />

6.120 This 1860 Act 206 was passed to give additional powers to the London Hydraulic<br />

Power Company. The Company was an early example <strong>of</strong> the late Victorian and<br />

early 20 th century use <strong>of</strong> hydraulic (i.e. water) power as a form <strong>of</strong> energy to<br />

operate cranes, lifts, presses and other machinery in central London. Pre-dating<br />

the use <strong>of</strong> electricity as a power source for these purposes, water power was<br />

transmitted at high pressure through miles <strong>of</strong> underground cast-iron pipes to<br />

thousands <strong>of</strong> hotels, shops, <strong>of</strong>fices, docks and factories. The water was pumped<br />

using an elaborate network <strong>of</strong> mains and pumping stations. Parliamentary<br />

authority was, however, required to provide the infrastructure necessary for the<br />

Company to acquire the necessary access rights and to contract with water<br />

companies for the use <strong>of</strong> their water.<br />

maps. His family began publishing Tallis’s London Street Views in 1838, with John Tallis<br />

taking control <strong>of</strong> the business in 1849. Tallis entered partnership with Ephraim Tipton Brain<br />

in 1853 and together they set up the Company the following year. The 1856 Act was<br />

necessary to give effect to their business relationship.<br />
