GROUP 3 – PERSONAL ACCOUNTS DELIVERY AUTHORITY<br />

10.170 The repeals proposed in this Group are consequential upon the winding up <strong>of</strong> the<br />

Personal Accounts Delivery Authority. The Authority was established by the<br />

Pensions Act 2007. 87 The functions <strong>of</strong> the Authority were set out in the Pensions<br />

Act 2008 88 and included the giving <strong>of</strong> assistance and advice required by the<br />

Secretary <strong>of</strong> State under section 67(1) <strong>of</strong> that Act. The main purpose <strong>of</strong> the<br />

Authority was to advise on the introduction <strong>of</strong> a new low-cost pensions vehicle.<br />

Section 23(1) <strong>of</strong> the 2007 Act authorised the Secretary <strong>of</strong> State to make an order<br />

providing for the winding up and dissolution <strong>of</strong> the Authority. 89 This power has<br />

now been duly exercised. By virtue <strong>of</strong> the Personal Accounts Delivery Authority<br />

Winding Up Order 2010, 90 the Authority was wound up and dissolved on 5 July<br />

2010. 91<br />

10.171 The winding up and dissolution <strong>of</strong> the Authority in 2010 means that a number <strong>of</strong><br />

references to the Authority on the statute book are now unnecessary and their<br />

repeal is proposed on that basis. 92<br />

It is responsible for overseeing the National Employment Savings Trust known as NEST (a<br />

low cost premium scheme designed to meet the needs <strong>of</strong> low to moderate earners and<br />

their employers).<br />
