7.24 The life <strong>of</strong> the 1971 Act was extended by order until 26 July 1987, after which<br />

date it lapsed irrevocably. 18 The Act had been the subject <strong>of</strong> minor amendment<br />

and repeal in 1976, substituting references to the Lotteries and Amusements Act<br />

1976 19 for references to the earlier Betting, Gaming and Lotteries Act 1963. 20<br />

Both the 1976 and the 1963 Act provisions have been repealed and replaced by<br />

the Gambling Act 2005. 21 The 2005 Act established a control regime for the pool<br />

betting industry, alongside other forms <strong>of</strong> gambling. Pool betting operating<br />

licences (under Part 5 <strong>of</strong> the Act) cover greyhound racing, football and other<br />

sports pools, and ‘fantasy football’ competitions (as from 1 September 2007). The<br />

2005 Act made no provision, though, for resurrecting the 1971 Act or for<br />

repealing it. The 1971 Act is spent. 22<br />
