9.212 The various Acts were designed to confirm a series <strong>of</strong> provisional orders made<br />

under the 1888 Act. The orders were annexed to the confirmation Acts in<br />

schedules, and - in broad terms - they set down scales <strong>of</strong> maximum rates and<br />

charges for handling different forms <strong>of</strong> merchandise (classified by weight and<br />

description, and charged by the ton and the nature <strong>of</strong> the service provided eg<br />

unloading). They also provided mechanisms for fixing the appropriate rates and<br />

charges by reference to travel distance, weight and so forth, and applied the<br />

charges to other specific railway companies which were listed in appendices. 424<br />

1892: Provisional Order Confirmation Acts<br />

9.213 The following provisional order confirmation Acts were passed in 1892:<br />

418 54 & 55 Vict. c.ccxvii (1891). The LBSCR was formed in 1846 by amalgamation <strong>of</strong> a<br />

number <strong>of</strong> smaller railway companies. By September 1841 London was linked to Brighton<br />

and later to Chichester and Hastings. The LBSCR existed until grouping under the SR in<br />

1923.<br />

419 54 & 55 Vict. c.ccxviii (1891). The LCDR was formed in 1859 from the former East Kent<br />

Railway. The LCDR and the South Eastern Railway (SER) operated jointly as the South<br />

Eastern and Chatham Railway (SECR) from 1899 until grouping (under the SR) in 1923.<br />

420 54 & 55 Vict. c.ccxix (1891). The Midland Railway (MR) was formed by amalgamation in<br />

May 1844. London St Pancras was opened in October 1868. The MR was grouped into the<br />

London, Midland and Scottish Railway (LMS) in 1923.<br />

54 & 55 Vict. c.ccxx (1891). The SER was incorporated in 1836 and grew swiftly. It was<br />

grouped under the SR in 1923.<br />

422 54 & 55 Vict. c.ccxxi (1891). The LNWR was formed in 1846 from three smaller railway<br />

companies. It survived until grouping in 1923 under the LMS.<br />

423 54 & 55 Vict. c.ccxxii (1891). The GWR came into being in 1835 and opened its London<br />

Paddington terminus in June 1838. In the 1923 grouping the GWR retained its name, and<br />

some 50 separate companies were brought under its umbrella.<br />

424 In all, some 79 companies were regulated by the nine 1891 Order Confirmation Acts.<br />
