In addition, fishing was reported to be a coping strategy mainly<br />

for women and young adults during the floods, providing<br />

additional food and cash temporarily during the time of the<br />

flooding.<br />

Dependency on food relief was reported to be the main coping<br />

strategy, with the affected population expecting to receive food<br />

assistance to cope with the food shortages. Considering food<br />

assistance as a coping strategy is a sign of high vulnerability and<br />

dependency on external actors.<br />

Immediate Response<br />

The Government had responded to the food insecurity<br />

situation caused by the floods distributing emergency food<br />

assistance through two different government bodies, the<br />

Emergency Management Coordination Office (FEMCO) and<br />

the Directorate of Disaster Risk Management (DDRM) office.<br />

Both Government bodies have distributed food assistance<br />

targeting urban population reallocated in temporary camps,<br />

population isolated by the floods in rural areas and rural<br />

population affected by recurrent shocks. Data on number of<br />

beneficiaries that have received food assistance or locations<br />

that have been covered by the food distribution are not<br />

available, so calculations on “assistance needs” already covered<br />

are not possible.<br />

The Flood Emergency Management Coordination Office<br />

distributed relief food from 9 March to 30 April consisting of in<br />

kind donations received from a diversity of donors in Oshana,<br />

Omusati, Ohangwena and Oshikoto Regions. Preliminary<br />

figures compiled by FEMCO, quantified a total of 86,263<br />

people in need of food relief as a consequence to the floods in<br />

the four targeted regions.<br />
