b. 45 cfs daily average (translates to 53 cfs monthly average)<br />

c. 65 cfs daily average (translates to 73 cfs monthly average)<br />

IV. "Bottom Up" Approach<br />

1. The "bottom up" approach stacks up non-engineered solutions to get as close as possible to the<br />

flow targets and then uses an engineered solution to close the "gap." (Attachment 3)<br />

2. A Stage V reduction in the Critical Period Management <strong>of</strong>the Edwards Aquifer is being<br />

considered:<br />

a. Max pumping during Stage V = 320,000 acre-feet.<br />

b. Stage V is intended to be a reduction that is triggered only when all else has failed to slow<br />

the reduction <strong>of</strong> springflow during a severe drought.<br />

c. Trigger J -17 water level <strong>of</strong> 625 feet<br />

V. <strong>New</strong> <strong>Braunfels</strong> Concerns<br />

Questions Facing <strong>New</strong> <strong>Braunfels</strong><br />

1. Flows - Does the <strong>City</strong> <strong>of</strong> <strong>New</strong> <strong>Braunfels</strong> support the minimum flows <strong>of</strong> 30-65cfs monthly average<br />

that are being recommended for Carnal Springs by the EARIP? Flows from Carnal Springs would<br />

only reach these minimum flows during the drought <strong>of</strong> record (drought <strong>of</strong> the 1950's). Important<br />

points to note: currently in the drought <strong>of</strong> record flows would be anticipated to reach 0 cfs, a<br />

minimum flow <strong>of</strong> 30 cfs monthly average represents dry spring runs but water in the main body <strong>of</strong><br />

Landa Lake and the old channel, and current flows during Oct /Nov 2010 have been around 325 cfs.<br />

2. Does the <strong>City</strong> <strong>of</strong> <strong>New</strong> <strong>Braunfels</strong> support Environmental Protection and Restoration Areas proposed<br />

by the EARIP to be built in Landa Park (Attachment 2)? The EARIP has acknowledged publically<br />

the aesthetic, economic, and cultural importance <strong>of</strong> Landa Park, and understands that all designs<br />

would have to consider these points.<br />

3. Does the <strong>City</strong> <strong>of</strong><strong>New</strong> <strong>Braunfels</strong> support Recreation being a covered action in the Habitat<br />

Conservation Plan? A covered action is an action that is assumed to cause take <strong>of</strong> the Endangered<br />

Species and is requested to be covered in return for mitigation and minimization efforts reducing the<br />

take and benefiting the effected Endangered Species.<br />
