Discuss and consider approval of a resolution authorizing the City Manager to
execute an agreement between the City of New Braunfels and the State of Texas,
represented by the Texas Department of Transportation, to accept funding
available under the Aviation Capital Improvement Program for improvements to
the New Braunfels Municipal Airport.
BACKGROUND/RATIONALE:
A grant is available through the Texas Department of Transportation's Aviation Capital
Improvement Program to provide improvements to the New Braunfels Municipal Airport including
the extension of runway 13 and associated lighting, marking and signage, extension of parallel
taxiway Alpha and associated lighting, marking, and signage, relocation of runway 31 threshold,
installation of fencing , relocation of utilities associated with the runway extension, relocation of
Precision Approach Path Indicator PAPI for runway 13, .environmental assessment for runway
) extension
The grant will fund 90% of the total estimated project costs of $4,165,002 and the City will be
responsible for 10%. While the funding offer/award is made for total project costs, the project will
be conducted in 2 separate phases with funding to be disbursed (and the City's matching
requirements made) over the current and upcoming 2013 fiscal year. Engineering and Design will
comprise Phase 1. Phase 2 of the project will include construction.

FISCAL IMPACT:
Staff is working on securing the matching funds for this grant. Options include use of available
debt proceeds or approaching the New Braunfels Industrial Development Corporation (IDC) for
possible funding. Additionally, the extension of the runway will allow larger jets to operate at our
airport, which will increase business and fuel sales.
