Discuss and consider approval <strong>of</strong> a resolution authorizing the <strong>City</strong> Manager to<br />

execute an agreement between the <strong>City</strong> <strong>of</strong> <strong>New</strong> <strong>Braunfels</strong> and the State <strong>of</strong> Texas,<br />

represented by the Texas Department <strong>of</strong> Transportation, to accept funding<br />

available under the Aviation Capital Improvement Program for improvements to<br />

the <strong>New</strong> <strong>Braunfels</strong> Municipal Airport.<br />

BACKGROUND/RATIONALE:<br />

A grant is available through the Texas Department <strong>of</strong> Transportation's Aviation Capital<br />

Improvement Program to provide improvements to the <strong>New</strong> <strong>Braunfels</strong> Municipal Airport including<br />

the extension <strong>of</strong> runway 13 and associated lighting, marking and signage, extension <strong>of</strong> parallel<br />

taxiway Alpha and associated lighting, marking, and signage, relocation <strong>of</strong> runway 31 threshold,<br />

installation <strong>of</strong> fencing , relocation <strong>of</strong> utilities associated with the runway extension, relocation <strong>of</strong><br />

Precision Approach Path Indicator PAPI for runway 13, .environmental assessment for runway<br />

) extension<br />

The grant will fund 90% <strong>of</strong> the total estimated project costs <strong>of</strong> $4,165,002 and the <strong>City</strong> will be<br />

responsible for 10%. While the funding <strong>of</strong>fer/award is made for total project costs, the project will<br />

be conducted in 2 separate phases with funding to be disbursed (and the <strong>City</strong>'s matching<br />

requirements made) over the current and upcoming 2013 fiscal year. Engineering and Design will<br />

comprise Phase 1. Phase 2 <strong>of</strong> the project will include construction.<br />

FISCAL IMPACT:<br />

Staff is working on securing the matching funds for this grant. Options include use <strong>of</strong> available<br />

debt proceeds or approaching the <strong>New</strong> <strong>Braunfels</strong> Industrial Development Corporation (IDC) for<br />

possible funding. Additionally, the extension <strong>of</strong> the runway will allow larger jets to operate at our<br />

airport, which will increase business and fuel sales.<br />
