SUBJECT: Discuss and consideration <strong>of</strong> the first reading <strong>of</strong> an ordinance amending Chapter 86,<br />
Section 86-2, 86-9, 86-91, 86-95, 86-96, 86-97, and 86-98 <strong>of</strong> the Code <strong>of</strong> Ordinances<br />
<strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>New</strong> <strong>Braunfels</strong>, Texas regarding park usage fees.<br />

8ACKGROUND/RA TIONALE:<br />
Chapter 86 <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>New</strong> <strong>Braunfels</strong> Code <strong>of</strong> Ordinances deals with policies, rules and fees for the<br />
Parks and Recreation Department. In this chapter, a variety <strong>of</strong> fees are listed and set by ordinance. Fees<br />
included are:<br />
• Picnic rental fees<br />
• Landa Haus fees<br />
• Swimming Pool admission fees<br />
• Golf Course daily, cart, annual pass fees<br />
• Paddle Boat and Miniature Golf Fees<br />
• Landa Lake Gazebo and Dance Slab fees<br />
• Tube Chute admission fees<br />
• Landa Recreation Center reservation fees<br />
In addition to these park fees set by ordinance, there are a number <strong>of</strong> fees set by the department staff<br />
including:<br />
• League registration fees<br />
• Class, camps, special event fees<br />
• Sports Association field use fees<br />
• Golf lesson, classes, tournament fees<br />
In an effort to make the management <strong>of</strong> these fees less cumbersome, staff is proposing to change the<br />
Code <strong>of</strong> Ordinances relative to park fees to only include swimming pool and golf fees.<br />
All remaining fees will be recommended by the Parks and Recreation Director, reviewed annually by the<br />
Parks and Recreation Advisory Board and approved by the <strong>City</strong> Council during the annual budget<br />
process.<br />
The Parks and Recreation Advisory Board recommended approving this ordinance change on October 5,<br />
2010.<br />
This revised procedure will allow flexibility so that new fees (additional picnic areas, pavilions) can be<br />
added as needed, allow pricing to meet market demand, and provide a more efficient method for<br />
managing fees on an annual basis.<br />
Swimming pool and golf daily fees are recommended to remain in the Code <strong>of</strong> Ordinances due to the<br />
) sensitivity <strong>of</strong> these particular fees. Staff does recommend presenting pool and golf fees to the Parks<br />
Advisory and Golf Advisory Boards respectively. If the Advisory Board approves any changes to these<br />
