SUBJECT: Approval of a contract with Alpha Building Corporation for the restroom renovation
project at the Public Library and establishment of the FY 2010-11 Budget for the Sissel
Trust Fund
BACKGROUND/RATIONALE:
An invitation for bid was released by the City on September 21 , 2010 for a restroom renovation
project at the New Braunfels Public Library. A pre-bid conference was held on October 6, 2010
and bids were opened on October 19, 2010. The bid was sent to vendors through the bid website
and/or picked up at the City Secretary's Office.
Fifteen bids were received for this project. Alpha Building Corporation out of San Antonio, Texas
was the low bid and references were checked to ensure this company has satisfactorily
completed this type of work. Alpha Building Corporation bid $45,758.04 for the contract. The
City has an estimated cost from a contractor of $100,000. The bid process resulted in a
significantly lower cost to the City.
The Sissel Trust Fund was established in 1985 at the death of Alys R. Sissel and is held by a
private trustee (JP Morgan Chase). The interest from the trust is for use by the New Braunfels
Public Library and is restricted to capital repairs or improvements. The budget for these funds
was not established in the FY 2010-11 Adopted Budget, and is therefore established with this
action. The budget is recommended to be $75,000 in capital expenses.
