The above meeting was called to order by Parks and Recreation Advisory Board Chairman, Kyle<br />
Estes, at 5:30 p.m. in <strong>City</strong> Council Chambers, <strong>New</strong> <strong>Braunfels</strong> Municipal Building.<br />
DISCUSSION AND ACTION ITEM<br />
Consider an update to the Hike/Bike Trail Plan.<br />
Ms. Laird-Dicke introduced Jim Carrillo, with Halff & Associates, the consultant retained by the <strong>City</strong> to<br />
prepare the 2010 <strong>New</strong> <strong>Braunfels</strong> Strategic Parks and Recreation Master Plan.<br />
Mr. Carrillo discussed the existing trails, current trail projects, types <strong>of</strong> trails, bicycle facilities, types <strong>of</strong><br />
bridges, special places and community connection/art. He then distributed copies <strong>of</strong> the proposed trail<br />
plan and provided information highlighting each <strong>of</strong> the following trail segments:<br />
• Fischer Park connection to the South Tributary<br />
• Dry Carnal Creek Trail inside Loop 337<br />
• Riverfront between Cypress Bend and the Fairgrounds<br />
• Camp Carnal trail to the <strong>City</strong> Center<br />
• Loop 337/Rueckle Road Trail<br />
• Alligator Creek Trail<br />
• Downtown pedestrian trail (working with railroad)<br />
Board and Commission members discussed the applicability <strong>of</strong> the plan in the ET J, cost estimates, right<strong>of</strong>-way<br />
acquisition, financing options, operational costs, additional destinations, methods and types <strong>of</strong><br />
construction, trails for specific uses (e.g. jogging), the effect on future development and the approval<br />
process. After additional discussion, the Planning Commissioners requested the following :<br />
• Place a general statement regarding trail development on the plan;<br />
• Enlarge the map by dividing it into quadrants so that trails were more readily visible; and<br />
• That the Parks and Recreation Advisory Board review the plan in detail and forward their formal<br />
recommendation to the Planning Commission.<br />
