The above meeting was called to order by Parks and Recreation Advisory Board Chairman, Kyle
Estes, at 5:30 p.m. in City Council Chambers, New Braunfels Municipal Building.
DISCUSSION AND ACTION ITEM
Consider an update to the Hike/Bike Trail Plan.
Ms. Laird-Dicke introduced Jim Carrillo, with Halff & Associates, the consultant retained by the City to
prepare the 2010 New Braunfels Strategic Parks and Recreation Master Plan.
Mr. Carrillo discussed the existing trails, current trail projects, types of trails, bicycle facilities, types of
bridges, special places and community connection/art. He then distributed copies of the proposed trail
plan and provided information highlighting each of the following trail segments:
• Fischer Park connection to the South Tributary
• Dry Carnal Creek Trail inside Loop 337
• Riverfront between Cypress Bend and the Fairgrounds
• Camp Carnal trail to the City Center
• Loop 337/Rueckle Road Trail
• Alligator Creek Trail
• Downtown pedestrian trail (working with railroad)
Board and Commission members discussed the applicability of the plan in the ET J, cost estimates, rightof-way
acquisition, financing options, operational costs, additional destinations, methods and types of
construction, trails for specific uses (e.g. jogging), the effect on future development and the approval
process. After additional discussion, the Planning Commissioners requested the following :
• Place a general statement regarding trail development on the plan;
• Enlarge the map by dividing it into quadrants so that trails were more readily visible; and
• That the Parks and Recreation Advisory Board review the plan in detail and forward their formal
recommendation to the Planning Commission.
