A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEW<br />

BRAUNFELS, TEXAS, AUTHORIZING THE CITY MANAGER TO<br />

SUBMIT TO THE DEPARTMENT OF HOUSING AND URBAN<br />

DEVELOPMENT THE CITY'S ANNUAL ACTION PLAN FOR<br />

COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM YEAR 2011<br />

AND AMENDMENTS THERETO, AND ALL UNDERSTANDINGS AND<br />

ASSURANCES CONTAINED THEREIN, AND DIRECTING AND<br />

AUTHORITIZNG THE CITY MANAGER TO ACT IN CONNECTION WITH<br />

THE SUBMISSION OF THE CONSOLIDATED PLAN AND STRATEGY<br />

AND ANNUAL ACTION PLAN FOR PROGRAM YEAR 2011 AND TO<br />

PROVIDE SUCH ADDITIONAL INFORMATION AS MAY BE<br />

REQUIRED, AND AUTHORIZING THE CITY MANAGER TO ACT IN<br />

CONNECTION WITH THE IMPLEMENTATION OF THE ACTIVITIES<br />

CONTAINED THEREIN.<br />

WHEREAS, the <strong>City</strong> <strong>of</strong> <strong>New</strong> <strong>Braunfels</strong> expects to receive from the Department <strong>of</strong><br />

Housing and Urban Development ("HUD") an allocation to the <strong>City</strong> in the amount <strong>of</strong><br />

$377,823 in Community Development Block Grant ("CDBG") funds for Program Year<br />

2011;and<br />

WHEREAS, the <strong>City</strong> <strong>of</strong> <strong>New</strong> <strong>Braunfels</strong> intends to distribute its CDBG allocation<br />

according to the following priorities in order to address the community objectives set out<br />

in its' Consolidated Plan and Strategy for Program Years 2010-2014:<br />

• To aggressively promote existing youth-oriented programs, recruit new programs<br />

and assist and encourage the development <strong>of</strong> after-school and weekend<br />

programs.<br />

• To support educational opportunities and increase training programs including<br />

community colleges or technical schools.<br />

• To preserve and rehabilitate the city's existing housing stock, primarily for<br />

extremely low-, very low-, and low-income families (0-80% <strong>of</strong> median income).<br />

• To preserve, provide and improve social services for residents with special<br />

needs, particularly the elderly, frail, the physically disabled, and children who are<br />

troubled or at risk <strong>of</strong> inadequate housing.
