City of St. Petersburg, Florida – FY 2012 Adopted Fiscal Plan ENTERPRISE FUNDS OVERVIEW ENTERPRISE OPERATIONS: Enterprise operations provide services that are of benefit to specific individuals and therefore charge a fee to the individuals who receive the service. T hese operations seldom receive any general government support and are expected to cover all costs including capital costs. The amounts shown in the chart below are for the enterprise operating funds only and do not include any associated reserve funds. In FY10, a number of Operating Special Revenue funds were reclassified as Enterprise Funds due to GASB 54. T he funds reclassified were the Parking Special Revenue Fund, Mahaffey Theater, Pier, Coliseum, Sunken Gardens, and Tropicana Field Operating Funds. City of St. Petersburg, Florida – FY 2012 Adopted Fiscal Plan WATER RESOURCES: Based on a rate study completed in FY11, water rates will increase by 7.5%, sewer by 2.5%, and reclaimed by 5%. In FY12, $1.5 million will be transferred to the Water Resources Operating Fund from the Water Rate Stabilization Fund (WRS Fund) to partially offset the cost of operations. The WRS Fund was initially funded by the sale of well fields to Tampa Bay Water. Investment earnings on proceeds from this sale are transferred annually for current operations. The Water Resources Fund will transfer $9.694 million to the General Fund for payment in lieu of taxes. STORMWATER: Rate increases/decreases are usually equivalent to the previous fiscal year’s CPI (1.9%), but currently no rate adjustment is included in the budget. The transfer to the CIP is $800,000. The Stormwater Utility Operating Fund will transfer $1.865 m illion to the General Fund for payment in lieu of taxes. SANITATION: No rate increase is included in the budget. A transfer of $2 million will be made to the Sanitation Equipment Replacement Fund. The Sanitation Fund will transfer $455,076 for return on equity and $2.567 million for payment in lieu of taxes to the General Fund. AIRPORT: In FY12, the Airport will not require a loan from the General Fund and it will pay back $50,000 to the General Fund. The Airport Fund will transfer $131,352 to the General Fund for payment in lieu of taxes. MARINA: No rate increase is included in the budget. The transfer to the Marina Capital Projects Fund is $105,000. The Marina Fund will transfer $310,000 for return on investment and $112,608 for payment in lieu of taxes to the General Fund. GOLF COURSE: Rate increases include $1 increase in 18 hole green fees for Mangrove Bay and Twin Brooks and 9 hole green fees at Cypress Links and $0.50 increase in electric golf cart fees at Cypress Links. This fund will transfer $54,828 to the General Fund for payment in lieu of taxes. JAMESTOWN: • There will be a 3% rent increase in FY12. • This fund will transfer $38,676 to the General Fund for payment in lieu of taxes. PORT: • Starting in FY12, the Port will no longer transfer funds to the General Fund for payment in lieu of taxes since it is subsidized. PARKING: • In FY12, parking meter rates will increase by $0.25 (from $0.75 to $1.00 per hour) and red zone parking tickets will increase by $5.00. • This fund will transfer $304,580 for return on investment and $90,420 for payment in lieu of taxes to the General Fund.
