Pier Access<br />

The <strong>St</strong>. <strong>Petersburg</strong> Pier presents a range <strong>of</strong> entry conditions<br />

accommodating staff and visitors, including:<br />

• Welcome Mat<br />

• Hub<br />

• Overwater Bridge<br />

• Overwater Drive<br />

• Promontory<br />

The Pier will include access points for support functions such as<br />

shipping and receiving <strong>of</strong> supplies and materials:<br />

• Hub<br />

• Marina<br />

• Promontory<br />

There will be adequate vehicular access from an improved street,<br />

the design <strong>of</strong> which will be approved by the <strong>City</strong>’s Engineering<br />

and Transportation and Parking Management Departments.<br />

All areas <strong>of</strong> the building and site must conform to codes<br />

and regulations with respect to accessibility, specifically the<br />

Americans with Disabilities Act (ADA) and the Florida Building<br />

Code, which impact the design <strong>of</strong> building elements such as:<br />

• Circulation routes, both interior and exterior<br />

• Parking<br />

• Entrances and doors<br />

• Ramps and stairs<br />

• Restroom facilities<br />

• Drinking fountains<br />

• Emergency alarm systems<br />

• Signage<br />

The new Pier will expand existing site access routes, with the<br />

BlueWays Trail running through the Lens Marina (providing<br />

kayakers and canoers many amenities), and the Downtown<br />

Looper Central Avenue Trolley stopping at the Welcome Mat.<br />

An open-air electric tram is being considered as the means <strong>of</strong><br />

transportation to the end <strong>of</strong> the new Pier. Figure 3.42 describes<br />

these improved access routes.<br />

As a general guideline highlighted in the Vision/Guiding<br />

Principles and Context for the Preparation <strong>of</strong> a Downtown<br />

Waterfront Master Plan (Appendix I), public access to the<br />

downtown waterfront will be prioritized in the following<br />

hierarchy: pedestrians, bicyclists, public transit and motorized<br />

vehicles. Garbage pickup will occur at the location <strong>of</strong> the existing<br />

dumpster west <strong>of</strong> the Pelican Lot; garbage truck access for the<br />

Overwater Bridge will not be needed. Small service vehicles will<br />

bring trash from the new Pier to the dumpsters.<br />
