Site Access<br />
Figure 3.24 illustrates the existing routes <strong>of</strong> access to the <strong>St</strong>.<br />
<strong>Petersburg</strong> Pier. The major street arterials for the site are Second<br />
Avenue NE and Bay Shore Drive NE The primary freeways in<br />
proximity <strong>of</strong> the site are I-175, I-275 and I-375<br />
Public Transit Lines<br />
Central Avenue Trolley: operating 7 days per week, free fare<br />
between the Pier and The Shops at <strong>St</strong>. Pete (formerly BayWalk),<br />
$0.50 reduced fare from Grand Central <strong>St</strong>ation at Central Avenue<br />
and 31st <strong>St</strong>reet.<br />
Downtown Looper: operating 7 days per week, 50 cent fare with<br />
service every 15 minutes<br />
During operating hours (Sun-Thu 10 am-5 pm, Fri/Sat 10 ammidnight),<br />
the Looper stops at each Pier lot on its way to and<br />
from the Pier. Service to and from the Pier head is provided<br />
approximately every 15 minutes. Additionally, the Central<br />
Avenue Trolley (CAT) operates an overlapping route to and from<br />
the Pier that also serves the lots, at the same frequency as the<br />
Looper. However, the CAT’s last stop at the Pier is at 11:10 pm on<br />
Friday and Saturday, as opposed to midnight for the Looper. This<br />
combined service provides an average 7.5 minute headway from<br />
10 am to 5 pm, Monday through Friday. On nights and weekends<br />
the average headway is approximately 10-15 minutes.<br />
In addition to the above-described service, the Pier utilizes cityowned<br />
trolleys to provide service for employees before the Pier<br />
opens in the morning and after it closes at night, with city-owned<br />
vehicles augmenting Looper and CAT service during nights and<br />
weekends to reduce the headways and accommodate larger<br />
capacity crowds. This allows night/weekend headways to be in<br />
the 5 to 7 minute range.<br />
<strong>City</strong>-owned trolleys have a capacity <strong>of</strong> 26, while the two models<br />
<strong>of</strong> the Looper trolleys have respective capacities <strong>of</strong> 15 (open air)<br />
and 28 (enclosed). CAT vehicles are 35 passenger trolleys. 28 and<br />
35 passenger trolleys use diesel; the 15 and 26 passenger trolleys<br />
use gas. A portion <strong>of</strong> the CAT vehicles are hybrid diesel/electric.<br />
All vehicles have wheelchair lifts.<br />
Trails<br />
<strong>St</strong>. <strong>Petersburg</strong>’s <strong>City</strong>Trails are facilities for non-motorized traffic,<br />
primarily bicyclists and pedestrians. The North Bay Trail provides<br />
access from the starting point <strong>of</strong> the Pinellas Trail at 1st Avenue<br />
South and Bay Shore Drive north to Vinoy Park, North Shore Pool<br />
and Park, the Gisella Kopsick Arboretum, Flora Wylie Park, Elva<br />
Rouse Park and to the Centennial Human Sundial at Vista Point.<br />
The existing downtown North Bay Trail system will be enhanced<br />
with 1 mile <strong>of</strong> out and back trail at the new Pier.<br />
