3 GENERAL PLANNING CRITERIA<br />

FIRE AND LIFE SAFETY<br />

REQUIREMENTS<br />

The following section provides a brief overview <strong>of</strong> the project’s<br />

fire & life safety design approach. A detailed presentation <strong>of</strong><br />

this strategy was given to the <strong>St</strong>. <strong>Petersburg</strong> Building & Fire<br />

Departments on 26 September 2012. A copy <strong>of</strong> this presentation,<br />

along with the resulting meeting minutes, are provided in<br />

Appendices B and C <strong>of</strong> this Report for reference.<br />

Applicable Codes<br />

The fire safety strategy for the Pier will be designed in<br />

accordance with the applicable codes and regulations for <strong>St</strong>.<br />

<strong>Petersburg</strong> – namely the:<br />

• Florida Building Code 2010<br />

• Florida Fire Prevention Code 2010<br />

In addition to these base codes, additional guidance has been<br />

sought from the following reference documents:<br />

• International Fire Code, 2009 Edition [Chapter 45 –<br />

Marinas]<br />

• NFPA 302 - Fire Protection <strong>St</strong>andard for Pleasure and<br />

Commercial Motor Craft<br />

• NFPA 303 - Fire Protection <strong>St</strong>andard for Marinas and<br />

Boatyards<br />

• NFPA 307 - <strong>St</strong>andard for the Construction and Fire<br />

Protection <strong>of</strong> Marine Terminals, Piers, and Wharves<br />

• NFPA 1405 - Guide for Land-Based Fire Fighters Who<br />

Respond to Marine Vessel Fires<br />

• NFPA 1925 - <strong>St</strong>andard on Marine Fire-Fighting Vessels<br />

• NFPA 13 – <strong>St</strong>andard for the Installation <strong>of</strong> Sprinkler<br />

Systems<br />

• NFPA 14 – <strong>St</strong>andard for the Installation <strong>of</strong> <strong>St</strong>andpipe and<br />

Hose Systems<br />

• NFPA 24 - <strong>St</strong>andard for the Installation <strong>of</strong> Private Fire<br />

• NFPA 72 - National Fire Alarm and Signaling Code<br />

Occupancy Classification<br />

Under the Building Code, the Pier will be classified as an<br />

‘assembly structure’ (A5) which is predominately intended for<br />

the viewing <strong>of</strong>, or participation in, outdoor activities. Other<br />

uses on the Pier (retail, storage, dining, etc.) are all sufficiently<br />

small enough to be considered ‘ancillary’ uses to the Pier’s main<br />

assembly designation.<br />

Occupant Load<br />

A variety <strong>of</strong> occupant load factors will be adopted for the<br />

various use areas comprising the Pier (detailed in Appendix B:<br />

Conceptual Fire Safety <strong>St</strong>rategy Presentation, September 26,<br />

2012). When adopting these factors, a maximum occupant load<br />
