ARCHITECTURAL CRITERIA<br />
The new Pier is expected to be a new landmark for the <strong>City</strong><br />
<strong>of</strong> <strong>St</strong>. <strong>Petersburg</strong>, the region <strong>of</strong> Tampa Bay and Florida. It is<br />
intended as an icon, a representation <strong>of</strong> the <strong>City</strong>, the ambitions<br />
<strong>of</strong> its people, and its relationship to the Bay. It is also intended<br />
to be an observatory, a Lens both back to the <strong>City</strong> and onto the<br />
Bay itself that frames the <strong>City</strong>’s inextricable link to the water,<br />
enhancing the residents’ view <strong>of</strong> their present and future.<br />
As it is intended to be a flexible and functional resource for<br />
the community for the next 75 years, it should be planned and<br />
designed with the principles <strong>of</strong> quality, durability, flexibility and<br />
operational sustainability. The Pier shall be designed to meet the<br />
criteria for a 100-year return period design storm event.<br />
Key Concepts<br />
The following are key concepts to be implemented in the design<br />
<strong>of</strong> the new Pier, as presented in the Pier Advisory Task Force<br />
Report, which appears as Appendix H <strong>of</strong> this document:<br />
• Proximity to and integration into the existing urban<br />
fabric and waterfront<br />
• The creation <strong>of</strong> comfortable and attractive pedestrian<br />
walkways and pathways<br />
• Optimizing accessibility by way <strong>of</strong> trolleys and public<br />
transportation<br />
• Program should begin directly at the main entry <strong>of</strong> the<br />
Pier<br />
• The new Pier should function as a “destination”<br />
• The new Pier should be “one <strong>of</strong> a kind and unique”<br />
relative to its adjacent surroundings<br />
• Short walking distances between attractions<br />
• The new Pier should be attractive to both locals and<br />
visitors in order for revenue generating activity to flourish<br />
• Preservation <strong>of</strong> views to and from the <strong>City</strong> and Bay<br />
• Energy efficiency<br />
• Enhanced accessibility for persons with disabilities<br />
