is important to note that the Pier is approximately 50 years older<br />

than the Inverted Pyramid and associated building foundations<br />

(M<strong>of</strong>fatt & Nichol, 2010). Inspection <strong>of</strong> the caisson structures<br />

supporting the Inverted Pyramid building will be conducted to<br />

determine if the caissons are structurally suitable for use in the<br />

proposed work. Additional information is provided in Appendix<br />

L: <strong>City</strong> Pier Building Foundation Evaluation, March 1, 2010<br />

(M<strong>of</strong>fatt & Nichol).<br />

The landward connection <strong>of</strong> the existing Pier, from bents 1-21,<br />

is composed <strong>of</strong> an underpinning <strong>of</strong> sand and grout that is<br />

retained by a bulkhead. The grout has been placed into this<br />

area in conjunction with the bulkhead maintenance and repair<br />

program. This section <strong>of</strong> the existing Pier is scoped for selective<br />

demolition and its southern section will become a connection<br />

location for a walkway in the proposed Pier design. A thorough<br />

investigation <strong>of</strong> this area is recommended in order to accurately<br />

assess its condition and ability to meet the needs <strong>of</strong> the<br />

proposed design.<br />

Existing Bulkhead<br />

The bulkhead, or seawall, is in fair to good condition in the<br />

project area due to an ongoing inspection and repair program<br />

undertaken by the <strong>City</strong> on an annual basis. The bulkhead in the<br />

vicinity <strong>of</strong> the Pier is reportedly <strong>of</strong> “double wall” construction<br />

and is not supported on piles. Various grouting and bulkhead<br />

face repairs have taken place over the years under the north side<br />

<strong>of</strong> the Pier; the bulkhead runs parallel to the Pier, separating it<br />

from a public beach. In this area, the bulkhead is <strong>of</strong>fset several<br />

feet from the Pier, creating a walkway (<strong>of</strong>f-limits to the public)<br />

along the side <strong>of</strong> the Pier.<br />

The bulkhead makes a 90 degree turn to run under the Pier<br />

along bent 21, spanning the Pier pile caps--an important factor<br />

when devising demolition strategies for the existing Pier.<br />
