Building Visibility<br />

The new Pier’s exceptional location within the <strong>City</strong> and its role<br />

as the primary attraction <strong>of</strong> the <strong>City</strong>’s waterfront means that it<br />

will be seen and experienced in a variety <strong>of</strong> ways. Because <strong>of</strong><br />

its centrality in the downtown waterfront area, the 2nd Avenue<br />

North view corridor looking east from Bay Shore Drive should<br />

remain open and free <strong>of</strong> major obstructions as much as possible,<br />

following the recommendation <strong>of</strong> the Pier Advisory Task Force<br />

and the Downtown Neighborhood Association (Appendix H: Pier<br />

Advisory Task Force Report, p.38). Figure 3.23 shows the view<br />

looking east along 2nd Avenue NE toward the existing Inverted<br />

Pyramid.<br />

General Security Requirements<br />

The new Pier is an extension <strong>of</strong> the <strong>City</strong>’s Waterfront Park<br />

system. The Downtown Enterprise Facilities Department<br />

currently manages the Pier, and the <strong>City</strong>’s Parks and Recreation<br />

Department maintains the Uplands. It is still to be determined<br />

the best methods, departments and/or subcontracted firms to<br />

manage the New <strong>St</strong>. <strong>Petersburg</strong> Pier, but it is anticipated that the<br />

Downtown Enterprise Facilities Department will manage the Hub<br />

restaurant at this time.<br />

<strong>City</strong> Parks are open sunrise to sunset. It is expected that the<br />

future dining amenities on the overwater portion <strong>of</strong> the new<br />

Pier will be open until 11 pm on weekdays and 1 am or later on<br />

weekends. The elevator to the Balconies on the Canopy will only<br />

be operable during typical food service times at the Promontory.<br />

Nighttime lighting will provide adequate footcandle levels<br />

to allow safety patrols. The overwater portion <strong>of</strong> the Pier will<br />

be evacuated in periods <strong>of</strong> severe weather alerts and closed<br />

until the <strong>City</strong> determines that the danger has safely passed.<br />

A removable swing gate or retractable bollard system will be<br />

installed at the entrances to the Overwater Drive to prevent<br />

access. Changeable lighted signage, mounted in a conspicuous<br />

place at the Pier entrance, will be used for public communication<br />

purposes. The Pier will have security staff, who will patrol the<br />

Marina at night. If security perceives an unsafe situation after<br />

dark, they can notify the police or marine patrol. Security staff at<br />

the <strong>City</strong>’s marina are also available to assist.<br />
