defense functions<br />

• Buildings and other structures containing sufficient<br />

quantities <strong>of</strong> hazardous materials considered to be<br />

dangerous to the public if released<br />

Risk Category Requirements<br />

The following are structural requirements for each <strong>of</strong> the four<br />

Risk Categories, summarized from ASCE/SEI 24-05.<br />

Risk Category I<br />

Risk Category I structures require the lowest horizontal structural<br />

member to be constructed at design flood elevation (DFE),<br />

regardless <strong>of</strong> orientation.<br />

Risk Category II<br />

Risk Category II structures require the lowest horizontal structural<br />

member to be constructed at DFE for members parallel to wave<br />

action and base flood elevation (BFE) + 1’-0” or DFE, whichever<br />

is higher, for members perpendicular to wave action.<br />

Risk Category III<br />

Risk Category III structures require the lowest horizontal<br />

structural member to be constructed at BFE + 1’-0” or DFE,<br />

whichever is higher for members parallel to wave action and BFE<br />

+2’-0” or DFE, for members perpendicular to wave action.<br />

Risk Category IV<br />

Risk Category IV structures require the lowest horizontal<br />

structural member to be constructed at BFE + 1’-0” or DFE,<br />

whichever is higher for members parallel to wave action and BFE<br />

+2’-0” or DFE, whichever is higher for members perpendicular to<br />

wave action.<br />

Risk Category Recommendation<br />

The new Pier is a pleasure pier accommodating a variety <strong>of</strong><br />

programs, from a marina for transient boats to fishing and<br />

concessions, as well as a more focused retail and dining area<br />

on the Uplands called the Hub. The project is located in a VE-<br />

8, Coastal High Hazard Flood Zone with a BFE <strong>of</strong> +8-0” MSL<br />

(NAVD88) and will be designed to meet lateral wind loads<br />

described by ASCE 7-10, adopted by the <strong>St</strong>ate in March <strong>of</strong> 2012.<br />

Because <strong>of</strong> its variable programming, there will be special events<br />

at which more than 300 congregate in a single area, however, the<br />

Pier and the Hub are intended to be closed when wind speeds<br />

reach Hurricane Force Category 1 levels (76 mph) thus posing<br />

no substantial hazard to human life in the event <strong>of</strong> failure. Finally,<br />

the new Pier is not an essential facility and has no emergency,<br />

defense or strategic function. For these reasons, the new Pier will<br />

be classified as a Category II structure.<br />
