a few <strong>Russian</strong> officials that appear to argue that the weapons assigned<br />

to Ground Forces have not been eliminated. One prominent<br />

example is Colonel-General Vladimir Zaritski, comm<strong>and</strong>er<br />

of the Rocket <strong>and</strong> Artillery Forces, which are part of the Ground<br />

Forces (sometimes referred to as General Purpose Forces). In<br />

2003, Zaritski declared that “the main delivery assets for the use<br />

of tactical nuclear weapons are in the h<strong>and</strong>s of Rocket <strong>and</strong> Artillery<br />
