Soviet conflict management in the Caucasus <strong>and</strong> the<br />

greater Caspian area. His weekly column appears in<br />

Eurasia Daily Monitor <strong>and</strong> his latest book, <strong>Russian</strong> Energy<br />

Policy <strong>and</strong> Military Power, was published by London,<br />

UK: Routledge, 2008. Dr. Baev holds an MA in<br />

political geography from the Moscow State University<br />

<strong>and</strong> a Ph.D. in international relations from the USA &<br />

Canada Institute, USSR Academy of Sciences.<br />

STEPHEN J. CIMBALA is Distinguished Professor<br />

of Political Science at Penn State University-Br<strong>and</strong>ywine<br />

<strong>and</strong> has contributed to the literature in U.S. national<br />

security policy, nuclear arms control, <strong>and</strong> other<br />

topics for many years. Dr. Cimbala is a past winner of<br />

the university’s Eisenhower Award for distinguished<br />

teaching <strong>and</strong> has served as a consultant to various<br />

U.S. Government agencies <strong>and</strong> defense contractors.<br />

He most recently edited <strong>and</strong> contributed a chapter for<br />

The George W. Bush Defense Program (Falls Church,<br />

VA: Potomac, 2010).<br />

DANIEL GOURE is a Vice President with the Lexington<br />

Institute, a nonprofit public-policy research organization<br />

headquartered in Arlington, Virginia. Dr.<br />

Goure has held senior positions in both the private<br />

sector <strong>and</strong> the U.S. Government. Prior to joining the<br />

Lexington Institute, he was the Deputy Director, International<br />

Security Program at the Center for <strong>Strategic</strong><br />

<strong>and</strong> International Studies. Dr. Goure spent 2 years in<br />
