Ministry for Foreign Affairs of the Soviet Union <strong>and</strong><br />

later Russia, <strong>and</strong> participated in START I <strong>and</strong> START<br />

II negotiations as well as in a number of summit <strong>and</strong><br />

ministerial meetings. Dr. Sokov has published extensively<br />

on international security <strong>and</strong> arms control. He<br />

is the author of <strong>Russian</strong> <strong>Strategic</strong> Modernization: <strong>Past</strong><br />

<strong>and</strong> <strong>Future</strong> (Lanham, MD: Rowman <strong>and</strong> Littlefield,<br />

2000), co-author <strong>and</strong> co-editor of the first <strong>Russian</strong>-language<br />

college-level textbook on nuclear nonproliferation<br />

(Yadernoe Nerasprostranenie, Vol.I-II, PIR Center,<br />

1st Ed., 2000, 2nd Ed., 2002), <strong>and</strong> several monographs.<br />

Dr. Sokov graduated from Moscow State University in<br />

1981 <strong>and</strong> holds a Ph.D. from the University of Michigan<br />

<strong>and</strong> the Soviet equivalent of a Ph.D. C<strong>and</strong>idate of<br />

Historical Sciences degree from the Institute of World<br />

Economy <strong>and</strong> International Relations.<br />

RICHARD WEITZ is Senior Fellow <strong>and</strong> Director of<br />

the Center for Political-Military Analysis at Hudson<br />

Institute. His current research includes regional security<br />

developments relating to Europe, Eurasia, <strong>and</strong><br />

East Asia as well as U.S. foreign, defense, <strong>and</strong> homel<strong>and</strong><br />

security policies. Dr. Weitz is also a non-resident<br />

Senior Advisor at the Project on National Security Reform<br />

(PNSR), where he oversees case study research.<br />

He is a non-resident Senior Fellow at the Center for a<br />

New American Security (CNAS), where he contributes<br />

to various defense projects. Dr. Weitz has published or<br />

edited several books <strong>and</strong> monographs, including The<br />

<strong>Russian</strong> Military Today <strong>and</strong> Tomorrow (2010); Global Security<br />

Watch-Russia (2009); a volume of National Security<br />

Case Studies (2008); China-Russia Security Relations<br />

(2008); Kazakhstan <strong>and</strong> the New International Politics of<br />
