In cooperation with Major Programme V, more emphasis will be given to promoting<br />

information and communication technologies (ICTs) as a gateway to learning, particularly<br />

through analytical and policy-driven work aimed at fostering favourable conditions for<br />

ICT-enhanced learning;<br />

Quality education should empower learners to become responsible and active citizens who<br />

can contribute to a culture of peace and non-violence in the spirit of a ‘new humanism’.<br />

Major Programme I will therefore give increased emphasis to promoting education for<br />

values, democratic citizenship, human rights, tolerance and dialogue for reconciliation<br />

and peace;<br />

More emphasis will be given to global advocacy and the development of strategic<br />

partnerships as well as country-level actions for promoting education for girls and women.<br />

A new initiative, sponsored primarily through extrabudgetary funds and focusing on<br />

out-of-school girls and non-literate women, is in the process of being developed;<br />

Recognizing the essential contribution of education to the global response to climate<br />

change and building on work initiated in the 2010-2011 biennium, Major Programme<br />

I will scale up its climate change education programme within the framework of the<br />

United Nations Decade of Education for Sustainable Development (DESD) (2005-2014),<br />

and as a concrete contribution to this latter, through an intersectoral approach;<br />

In view of the increasing recognition of the importance of higher education in stimulating<br />

innovation and building stronger societies and economies, and the fact that Member<br />

States today are facing growing demand for enrolment at this level, <strong>UNESCO</strong> will<br />

increase its attention to this sub-sector by focusing on key policy issues – where relevant<br />

in collaboration with other Sectors;<br />

There is an increasing need to strengthen the global debate on emerging trends and<br />

challenges in education based on cutting-edge research and evidence. <strong>UNESCO</strong> will<br />

provide a global platform for debate on educational innovation and reform, in particular<br />

on the future of education – including setting the stage for the post-2015 period in<br />

conjunction with the Organization-wide foresight activities by the Bureau of Strategic<br />

Planning;<br />

In order to give new impetus to efforts towards the achievement of Education for All,<br />

Major Programme I will foster partnerships with a wide range of stakeholders, including<br />

by strengthening its partnership with the EFA convening agencies and proactively<br />

seeking partnerships with private companies and civil society groups as well as innovative<br />

financing modalities. <strong>UNESCO</strong> will further promote South-South cooperation as an<br />

essential modality for its work in education.<br />
