of Climate Change, the Interagency Network on Youth, and the Global Migration Group.<br />

03021 Increased impact at country level will be sought through enhanced cooperation with the United Nations<br />

system in the framework of Delivering as One. In contributing to Common Country Assessments<br />

(CCA) and United Nation Development Assistance Frameworks (UNDAF), MP III will in particular<br />

advocate the human rights approach to programming. Activities will also build capacities at country<br />

level to understand and respond to ethical challenges and social transformations, as well as the role<br />

that young people can play in the process of democracy, reconciliation and culture of peace and nonviolence.<br />

03022 In line with <strong>UNESCO</strong>-wide efforts, MP III will target efforts to sensitize the media and identify<br />

target audiences that can be reached through appropriate media outreach. To this end, MP III will<br />

also promote and foster an active and informed involvement of relevant stakeholders in programme<br />

reflection, design, delivery and assessment.<br />

03023 Based on the achievements of the 35 C/5, and taking account of the shared and cross-cutting objectives<br />

and modalities summarized above, MP III will structure its work along two Biennial Sectoral Priorities<br />

and three Main Lines of Action.<br />

Biennial sectoral priority 1: Promoting the ethics of science and technology<br />

Main line of action 1: Supporting Member States in the development<br />

of policies and advocacy in the ethics of science and technology,<br />

especially bioethics<br />

03024 Using all relevant intellectual and technical resources at its disposal, and especially international<br />

expert bodies, such as the International Bioethics Committee (IBC), the Intergovernmental Bioethics<br />

Committee (IGBC), the World Commission on the Ethics of Scientific Knowledge and Technology<br />

(COMEST) and the <strong>UNESCO</strong> Chairs, MP III will operate at four levels, each connected to specific<br />

Strategic Programme Objectives:<br />

– as laboratory of ideas, by supporting prospective studies and foresight with respect to new and<br />

emerging ethical challenges, in particular within the framework of an ethical approach to development<br />

(SPO 8);<br />

– as standard setter, by promoting existing normative instruments in the field of bioethics (the<br />

Universal Declaration on the Human Genome and Human Rights, the International Declaration on<br />

Human Genetic Data, the Universal Declaration on Bioethics and Human Rights) and science ethics<br />

(the 1974 Recommendation on the Status of Scientific Researchers and the 1999 Declaration on<br />

Science and the Use of Scientific Knowledge), and by exploring the possible relevance of normative<br />

instruments in environmental ethics (SPO 6);<br />

– by capacity-building, focusing in particular on supporting the development of bodies, institutions<br />

and policies at national level to enable developing countries to address the ethical challenges of<br />

science and technology (SPO 6, as well as specific contributions to SPOs 3, 5 and 7 in the respective<br />

policy areas);<br />

– by education and awareness-raising, to ensure that relevant audiences are familiarized both with<br />

key ethical challenges and with the resources available to address them (SPO 6).<br />
