05030 <strong>UNESCO</strong> will assist Member States in the implementation of communication and information<br />

policies that take into account the needs and potential contributions of women and girls, in order<br />

to facilitate their participation in public life. Particular attention will be paid to providing assistance<br />

for the development of gender-inclusive national information policies. This action is in line with the<br />

Beijing Declaration and Platform for Action which underlines the potential that media hold for the<br />

economic, social and political empowerment of women.<br />

05031 Media and ICTs continue to be powerful catalysts for the empowerment of women and <strong>UNESCO</strong><br />

will continue to monitor the advances in this area to harness new opportunities for the participation<br />

of women in communications, for access to information for lifelong learning and development, and<br />

for the dissemination of information about women. The need for gender equality perspectives in<br />

media content will be advocated by the Organization through various actions: training on gendersensitive<br />

reporting for media professionals; media literacy that promotes the development of critical<br />

abilities to evaluate and produce media content with a gender equality perspective; and through<br />

support for institutions to integrate the <strong>UNESCO</strong> gender-mainstreamed curricula for journalism<br />

education. <strong>UNESCO</strong> will also foster measures to improve fair gender representation at management<br />

levels of media organizations, particularly with public funded broadcasting systems.<br />

05032 Coalitions will be built with regional broadcasting unions and governing bodies of publicly-funded<br />

broadcasting services for action on gender equality, and assistance will take into account the gender<br />

equality perspectives embodied by the IPDC-endorsed Media Development Indicators.<br />

05033 Support will be also provided in the context of conflict and post-conflict action to highlight the<br />

necessary engagement of women in conflict resolution and peace building.<br />

Biennial sectoral priorities<br />

05034 Based on the goals defined in the Medium-Term Strategy (34 C/4), the Communication and<br />

Information Sector will pursue its programme based on two biennial sectoral priorities, Promoting<br />

freedom of expression and information (biennial sectoral priority 1) and Fostering information and<br />

communication capacities for universal access to knowledge (biennial sectoral priority 2). The strategy,<br />

which will apply to all three main lines of action of Major Programme V, will endeavor to build human<br />

capacity and professional development in Member States in the areas of media and information<br />

services, and will provide support within this domain to promote the Organization’s functions as a<br />

laboratory of ideas, a standard setter, and as a catalyst for international cooperation.<br />
