05010 Major Programme V focuses on the overarching objective of “Building inclusive knowledge societies<br />

through information and communication”. Its approach will emphasize development strategies for<br />

civic engagement, gender-inclusive policies and the empowerment of individuals to fully exercise their<br />

human rights and fundamental freedoms.<br />

05011 In view of the 2015 review by the UN <strong>General</strong> Assembly on the progress towards the WSIS targets<br />

and the Millennium Development Goals, the Sector’s strategy will aim to further operationalize<br />

<strong>UNESCO</strong>’s concept of inclusive, equitable, open and participatory knowledge societies based on the<br />

four principles of freedom of expression, universal access, quality education and cultural and linguistic<br />

diversity, through awareness-raising and capacity-building activities. This will include participation in<br />

the international debate on Internet governance in areas of <strong>UNESCO</strong>’s competence.<br />

05012 In line with the WSIS Declaration of Principles and as facilitator of the implementation of the six<br />

Action Lines in <strong>UNESCO</strong>’s areas of competence the Organization will maximise the impact of crosscutting<br />

and policy-relevant action to enable citizens to benefit fully from inclusive knowledge societies.<br />

Intersectoral and interdisciplinary cooperation will embrace action that fosters ICTs for development<br />

in education, sciences, access to information and knowledge, capacity-building, cultural diversity<br />

and identity, linguistic diversity and local content, free, independent and pluralistic media, and infoethics.<br />

Media and information literacy will be fostered as a civic education programme at all levels, as<br />

a programme priority.<br />
