population in at least 5 countries where the UN<br />

is providing emergency assistance<br />

independent media associations in post-conflict<br />

– media independence guaranteed through<br />

media legislation, freedom of information<br />

enhanced and editorial independence<br />

facilitated in at least 30% of countries in which<br />
