13402 The services are financed by Part I.A (fixed allocation for services to governing bodies), Part III.C<br />

(fixed allocation, primarily staff) and Part II (chargeback mechanism, direct correspondence between<br />

the service required and the funds received). The Division also receives extrabudgetary funding for the<br />

promotion of the Arabic language; this is used mainly to fund translation and interpretation in Arabic.<br />

While efforts will be made to maintain all required services, the delivery mechanisms for some will<br />

change.<br />

13403 In addition to the provision of the above services in a timely manner, activities for the biennium<br />

will focus on client education, more coherent scheduling of major conferences and meetings and<br />

optimization of utilization of facilities, definition of service level agreements with and for translation<br />

clients, ongoing search for corporate (rather than individual) service providers and, finally, matching<br />

print-runs to real demand and developing e-distribution.<br />

13404 Expected results at the end of the biennium:<br />

<strong>Conference</strong>, interpretation and translation services as well as document<br />

production and distribution services (including e-distribution) provided in a<br />

more coherent and timely manner<br />

Service level agreement established with at least three significant translation<br />

clients<br />

E-distribution developed<br />

“Greening” <strong>UNESCO</strong> supported and carbon footprint reduced<br />

Chapter 5 – Common services, security, utilities and management<br />

of premises and equipment<br />

Unit responsible: Headquarters Division (ADM/HQD)<br />

13501 The Division will focus on providing high quality support for programme execution and the functioning<br />

of the governing bodies of the Organization by ensuring operational activities related to safety, security,<br />

maintenance of premises, facilities and installations, mail and pouch operations, provision of utilities<br />

and compliance of working conditions to modern requirements, as well as the management of the<br />

<strong>UNESCO</strong> works of art collection.<br />

13502 The renovation of the office part of the Fontenoy site together with ongoing austerity measures resulted<br />

in savings on utilities and energy consumption (electricity, heating, water, etc.), which has led to a<br />

reduction of the respective budget allocations.<br />

13503 In line with the greening policy, users will be encouraged to continue to take a more active role in<br />

the rational use of common resources and in minimizing their waste. Application of charge back<br />

mechanisms will continue to be used for enhancing the responsibility of sectors and services and<br />

recovering a part of related costs.<br />

13504 The 2012-2013 budgetary framework will limit the implementation of the Medium Term Security<br />

Plan for Headquarters – both in terms of additional staffing and investment. Available resources will<br />

thus be adapted to the evolving environment and the existing challenges for safety and security at<br />

<strong>36</strong> C/5 – Corporate services 262
