<strong>Draft</strong> resolutions for <strong>UNESCO</strong> category 1 institutes<br />

in education<br />

<strong>UNESCO</strong> International Bureau of Education (IBE)<br />

The <strong>General</strong> <strong>Conference</strong>,<br />

Acknowledging the report of the <strong>UNESCO</strong> International Bureau of Education (IBE) for the 2010-2011<br />

biennium,<br />

Recognizing the importance of maintaining the functional autonomy of the Institute in order to ensure that<br />

it can provide services to the Member States in a flexible, effective and efficient way,<br />

Welcoming the process of transforming the IBE into a more forward-looking and cutting-edge institute as<br />

a “Centre of Excellence in Curriculum”,<br />

1. Emphasizes the specialized contribution of the IBE to the fulfilment of the relevant strategic objectives<br />

and the priorities of Major Programme I, particularly with regard to capacity development, policy<br />

dialogue, and knowledge management and dissemination, in the key area of curriculum development<br />

and management, through the:<br />

(a)<br />

(b)<br />

(c)<br />

(d)<br />

implementation of tailored and recognized training courses for curriculum decision-makers<br />

and practitioners, as well as the development of customized learning tools and training<br />

materials;<br />

expansion of technical assistance to national curriculum agencies and specialists;<br />

enhancement of its curriculum-related knowledge base, as well as its knowledge management<br />

and dissemination capacity;<br />

facilitation of international policy dialogue aimed at fostering quality education for all and<br />

inclusive education policies and practices;<br />

2. Requests the IBE Council, acting in conformity with the Statutes of the Bureau and with this<br />

resolution, when approving the Bureau’s budget for 2012-2013, to:<br />

(a)<br />

(b)<br />

(c)<br />

ensure that the objectives and activities of IBE correspond to <strong>UNESCO</strong>’s strategic objectives<br />

and the priorities and lines of action of Major Programme I;<br />

support the programmes and projects of IBE with the aim of contributing to the achievements<br />

of the expected results of Major Programme I as listed in paragraph 6 below;<br />

strengthen the collaboration with the Director-<strong>General</strong> to mobilize the necessary human and<br />

financial resources so that the IBE may accomplish its mission as a Centre of Excellence in<br />

Curriculum;<br />

3. Authorizes the Director-<strong>General</strong> to provide support to the IBE by granting a financial allocation<br />

under Major Programme I for a total amount of $5,000,000;<br />
