extrabudgetary programmes. In this context the CAP will also serve as a vehicle for communicating<br />

<strong>UNESCO</strong>’s requirements for in-kind contributions;<br />

▪ continue its partnerships with the European Union and the Multilateral Development Banks through<br />

annual coordination meetings, upstream policy exchanges, joint advocacy and capacity-building, as<br />

well as the co-financing of projects, in particular at the country level;<br />

▪ implement and refine the house-wide resource mobilisation strategy with its dual focus on enhancing<br />

and diversifying traditional donor channels and on developing a new approach to partnerships with<br />

the private sector;<br />

▪ train staff to ensure the coherence of extrabudgetary activities with regular programme activities, to<br />

improve house-wide capacity for resource mobilization and management and to increase compliance<br />

with procedures relating to all aspects of the management of extrabudgetary programmes and<br />

projects;<br />

▪ pursue efforts to strengthen corporate procedures and systems for monitoring extrabudgetary<br />

projects, including through the Sector Alert System and by optimising the opportunities offered by<br />

SISTER to improve the qualitative monitoring of extrabudgetary programmes and projects;<br />

▪ improve internal communication within <strong>UNESCO</strong> and external communication with <strong>UNESCO</strong>’s<br />

partners in support of all the above efforts.<br />

09307 BSP further leads and coordinates <strong>UNESCO</strong>’s participation in and contribution to United Nations<br />

system inter-agency activities, in particular concerning global programme issues, and those aiming to<br />

enhance system-wide coherence, globally, regionally and at the country levels. BSP provides guidance,<br />

training and backstopping to all Secretariat units on common country programming exercises and<br />

other UN reform issues and will undertake related capacity training for the staff. BSP also provides<br />

support to field offices in the preparation of <strong>UNESCO</strong> Country Programming Documents (UCPDs).<br />

To this end, BSP also administers the pooled portion of the 2% programme resources designated by the<br />

Director-<strong>General</strong> to provide support and training to <strong>UNESCO</strong> field offices involved in the preparation<br />

of common country programming exercises. BSP is representing <strong>UNESCO</strong> in the programme-related<br />

activities and discussions of the Chief Executives Board for Coordination (CEB), especially in the<br />

context of its High-Level Committee on Programmes (HLCP) and of the United Nations Development<br />

Group (UNDG) as well as their subsidiary bodies, including the ADG/ASG-level UNDG Advisory<br />

Group. BSP is further entrusted with the task of ensuring the full reflection of all the internationally<br />

agreed development goals (IADGs), including the Millennium Development Goals (MDGs), and<br />

other pertinent provisions of the United Nations Millennium Declaration and the 2005 and 2010<br />

World Summit Outcome documents into <strong>UNESCO</strong>’s programme activities. It is also responsible for<br />

the Organization’s response to the United Nations <strong>General</strong> Assembly resolution 62/208 on the 2007<br />

Triennial comprehensive policy review (TCPR) of operational activities for development, as well as<br />

to the quadrennial comprehensive policy review (QCPR) which is scheduled to commence in 2013.<br />

BSP is also charged with preparing strategic partnership agreements in the form of Memoranda of<br />

Understanding (MoUs) with United Nations system organizations.<br />

and Budget for 2014-2015 (37 C/5) prepared<br />

Programming, monitoring and reporting functions carried out in line with<br />

<strong>UNESCO</strong>’s results-based approach and in compliance with the strategic<br />

orientations and the programming framework and priorities set by the governing<br />

bodies and with the Director-<strong>General</strong>’s directives<br />
