to regional higher education reforms and the creation of regional higher education areas will<br />

underpin this activity, supported by <strong>UNESCO</strong>’s conventions and recommendations on the<br />

recognition of qualifications. Awareness of the revised conventions for the recognition of<br />

qualifications in Africa and Asia and the Pacific will be raised in order to increase ratifications;<br />

Promotion of access to quality teaching and learning materials, in particular through the<br />

effective use of open educational resources (OERs). A compendium of innovative methods for<br />

scaling up equitable access, which takes into account national development challenges, gender<br />

and inclusion will be prepared and disseminated to initiate national and global policy dialogue.<br />

01045 In order to carry out these activities, <strong>UNESCO</strong> will intensify networking, dialogue and research in<br />

partnership with higher education stakeholders, including relevant <strong>UNESCO</strong> Chairs and UNITWIN<br />

networks and in close coordination with the Science Sector in the area of scientific research as well as<br />

with the United Nations University (UNU) and the University of Peace. Special attention will be paid<br />

to activities in Africa based on the Action Plan proposed by the WCHE, including for example the<br />

continued work of the <strong>UNESCO</strong>-ADEA Task Force, twinning between higher education institutions<br />

to benefit Africa through South-South cooperation and assistance to the creation of an African higher<br />

Education and Research Area in cooperation with West African Economic and Monetary Union and<br />

the African Union.<br />
