Bank joint needs assessments, the Inter-Agency Standing Committee/Executive Committee on<br />

Humanitarian Affairs (IASC/ECHA) and other common programming and funding mechanisms,<br />

as well as to <strong>UNESCO</strong>’s initiatives in reconciliation and peace-building. BFC acts as liaison with the<br />

relevant inter-agency mechanisms and facilitates and coordinates the smooth flow of information<br />

and interactions between Headquarters and field offices concerned. It also provides administrative<br />

and management backstopping to <strong>UNESCO</strong>’s operations in post-conflict and post-disaster situations<br />

and supports as necessary the rapid deployment of <strong>UNESCO</strong>’s on-site presence to facilitate the<br />

Organization’s immediate response. BFC is also tasked with ensuring knowledge management and<br />

the sharing of good practices from <strong>UNESCO</strong>’s post-conflict and post-disaster operations, through the<br />

creation and maintenance of internal and public information and training tools.<br />

The first phase of <strong>UNESCO</strong>’s reform of its field presence network implemented<br />

Performance assessment of all directors and heads of field offices completed<br />

Operating budgets of field offices monitored and their management and<br />

administration improved<br />

Capacity and skills of field staff improved<br />

Acceptable level of security and safety of <strong>UNESCO</strong> personnel and premises<br />

ensured, commensurate with security conditions and risk assessments<br />

Abilities of all <strong>UNESCO</strong> personnel enhanced and made sustainable regarding field<br />

security and safety matters<br />

Integration into United Nations post-conflict and post-disaster responses<br />

ensured<br />

Staff capacities for post-conflict and post-disaster situations reinforced, based on<br />

lessons learnt<br />
