support the execution of the seventh phase of the International Hydrological Programme<br />

(IHP), including through its global and regional programmes, cross-cutting and<br />

specialized projects, as well as working groups, and enhanced coordination with the IHP<br />

National Committees and focal points, the category 1 <strong>UNESCO</strong>-IHE Institute for Water<br />

Education, other water-related institutes and centres and <strong>UNESCO</strong> Chairs; strengthen<br />

scientific approaches for improved water management policies and governance,<br />

particularly in arid and semi-arid zones and in urban systems; enhance water-related<br />

technical capacity-building and education at all levels; provide approaches for adapting<br />

to the impacts of global changes on river basins and aquifers; and actively contribute<br />

to and strengthen global monitoring, reporting and assessment of freshwater resources<br />

through the World Water Assessment Programme (WWAP), paying particular attention<br />

to sub-Saharan Africa;<br />

design and implement the <strong>UNESCO</strong> Biodiversity Initiative; improve the performance<br />

and impact of the Man and the Biosphere (MAB) Programme and the World Network<br />

of Biosphere Reserves for the development of biosphere reserves as learning platforms<br />

for sustainable development, fostering green societies and addressing climate change;<br />

reinforce <strong>UNESCO</strong>’s role within the United Nations system for building earth sciences<br />

capacity in support of sustainable development through the International Geoscience<br />

Programme (IGCP); expand partnerships with space agencies and other partners for<br />

tracking changes in land, water and oceans within the context of <strong>UNESCO</strong> and United<br />

Nations-sponsored earth systems observation and monitoring initiatives, including those<br />

concerned with risk management and World Heritage; promote the use of <strong>UNESCO</strong>inscribed<br />

sites for raising awareness and understanding of climate change and other<br />

earth system processes; and promote renewable energy and energy efficiency;<br />

(vii) support national and regional efforts to develop, integrate and complement capacities<br />

to reduce and address risks arising from land-based and freshwater natural disasters<br />

with a focus on policy advice, knowledge sharing, awareness-raising, and education for<br />

disaster preparedness, paying particular attention to integrating a gender perspective<br />

and to youth;<br />

to allocate for this purpose an amount of $20,094,900 for activity costs and $41,219,300 for staff<br />

costs;<br />

2. Requests the Director-<strong>General</strong>:<br />

to implement the various activities authorized by this resolution, to the maximum extent<br />

possible through intersectoral platforms and other intersectoral activities; and<br />

to report periodically to the governing bodies, in the statutory reports, on the achievement of<br />

the following expected results:<br />

Main line of action 1: Promoting STI policies and access to knowledge<br />

(1) Strengthened and self-driven national STI systems built as a result of technical assistance<br />

aimed at science reform, review and policy formulation<br />

(2) Culture of innovation enhanced through national, regional and local innovation systems,<br />

science parks and technology business incubators<br />

(3) STI policy studies conducted, STI indicators reviewed and policy dialogues promoted<br />
