<strong>Draft</strong> resolution for Strategic planning,<br />

programme monitoring and budget preparation<br />

The <strong>General</strong> <strong>Conference</strong><br />

1. Authorizes the Director-<strong>General</strong>:<br />

(a)<br />

to implement the plan of action in order to:<br />

(i)<br />

(ii)<br />

(iii)<br />

(iv)<br />

(v)<br />

(vi)<br />

prepare the Organization’s biennial Programme and Budget (37 C/5) in its entirety<br />

in line with the guidance provided by the governing bodies, the Director-<strong>General</strong>’s<br />

directives and on the basis of the principles of results-based planning and programming,<br />

transparency, efficiency and rationalization;<br />

monitor the implementation of the Medium-Term Strategy (34 C/4) through the biennial<br />

Programme and Budget documents, and prepare a draft Medium-Term Strategy (37 C/4)<br />

for consideration by the Executive Board and the <strong>General</strong> <strong>Conference</strong>;<br />

analyse work plans from all Secretariat units to ensure conformity with the decisions of<br />

the governing bodies concerning document <strong>36</strong> C/5, the Director-<strong>General</strong>’s directives<br />

and the requirements of results-based programming, management, monitoring and<br />

reporting (RBM);<br />

monitor the implementation of the approved programme and its work plans through<br />

regular reviews to assess progress towards the expected results, and report thereon<br />

periodically to the governing bodies in the context of the statutory reports;<br />

participate in, provide input and assist programme sectors and field offices in<br />

contributing substantively to United Nations inter-agency processes concerned with the<br />

United Nations reform and programme issues at the global, regional and country levels,<br />

in particular the Chief Executive Board and its subsidiary bodies, and strengthen staff<br />

capacities in this regard;<br />

pursue the implementation of the Director-<strong>General</strong>’s Extrabudgetary Action Plan by:<br />

• programming activities for extrabudgetary support through the Complementary<br />

Additional Programme (CAP) corresponding to the priorities of the regular<br />

programme of the Approved <strong>36</strong> C/5;<br />

• implementing and refining, as needed, the Organizations’ resource mobilization<br />

strategy with a wider recourse to thematic funding approaches;<br />

• further developing and coordinating the implementation of public/private sector<br />

partnerships;<br />

• developing innovative financing approaches for sector-specific activities; and<br />

• strengthening the implementation and monitoring of extrabudgetary activities,<br />

especially through capacity-building of staff members;<br />

(vii) provide backstopping for the intersectoral platforms as a whole and serve as the lead for<br />

the intersectoral platform on “Promotion of a culture of peace and non-violence”;<br />
