III.A – Human resources management<br />

Responsible unit: Bureau for Human Resources Management (HRM)<br />

11001 In order to achieve the Organization’s mission and strategic objectives, its staff should be recruited,<br />

developed, deployed and managed in the most effective manner possible. Consequently, the Bureau<br />

of Human Resources Management (HRM) acts as a strategic partner by developing, recommending<br />

and facilitating the implementation of human resources policies and programmes. The Bureau advises<br />

management on strategies which are aimed at ensuring that the Organization is served by competent<br />

and motivated staff. In addition to providing strategic advice, the Bureau is also responsible for standard<br />

operational services and activities essential for the efficient delivery of the Organization’s programmes<br />

and the well-being of staff.<br />

11002 The Bureau of Human Resources Management is a support service for programme elaboration,<br />

execution and administration reporting directly to the Director-<strong>General</strong>. Principal responsibilities of<br />

the Bureau include:<br />

▪ the development of policies, procedures and practices in support of effective human resources<br />

management, in particular the coordination, development, implementation and monitoring of the<br />

Human Resources policy framework and its directives. A Human Resources management strategy for<br />

2011-2016 has been developed and will be implemented, pending approval by <strong>General</strong> <strong>Conference</strong>.<br />

It has been elaborated by taking into account the recommendations of the Independent External<br />

Evaluation, the External Auditors and the IOS evaluations and in collaboration with sister agencies,<br />

funds and programmes with the vision of harmonization within the United Nations Common System<br />

human resources policies and practices.<br />

▪ provide professional support and guidance on staff planning, succession, and recruitment activities<br />

to Sectors and Bureaus at Headquarters and in the Field in order to ensure that the most competent<br />

staff, from diverse geographical backgrounds including qualified women, are recruited, developed<br />

and deployed in the most efficient manner within the Organization. Within this context, ensures that<br />

the Organization has a mobile and flexible workforce with experience at Headquarters and in the<br />

Field, supported by a relevant transparent geographical mobility policy which addresses <strong>UNESCO</strong>’s<br />

programmatic needs and lends on best practices from other UN Organizations.<br />

▪ the conception, development and implementation of innovative and relevant learning and development<br />

programmes which fosters a culture of results and performance management; consistently strives to<br />

strengthen and develop the capacity and competencies of staff as required, for programme delivery<br />

including managerial and leadership competencies. In addition, working towards an effective career<br />

development/counseling service for staff. The Bureau is also responsible for the development of<br />

policies targeted at the recognition of individual and team performance.<br />

▪ provision of staff services to ensure that appointments are made within the appropriate contractual<br />

tools and ensuring that the relevant benefits/entitlements/compensation package are applied.<br />

Monitors the equitable and consistent application of relevant policies, rules and regulations.<br />

▪ provide legal advice to management and staff, applying preventive and early-resolution methods,<br />

dealing with staff grievances, appeals & harassment cases, fostering and maintaining effective relation<br />

and open dialogue with Staff Associations.<br />

▪ develop and administer the social security plans of the Organization including health insurance,<br />

compensation for service-incurred illness, accident or death and group life, accident and disability<br />
