D. INITIAL HQS INSPECTION [24 CFR 982.401(a)]<br />
1. Timely Initial HQS Inspection<br />
To the extent practicable, the inspection will be completed within 15 days after the family and the<br />
owner submit a RFTA.<br />
The Initial Inspection will be conducted to:<br />
- Determine if the unit and property meet the HQS defined in this Plan.<br />
- Document the current condition of the unit.<br />
- Document the information used for determination of rent-reasonableness.<br />
- Document those items that may be considered tenant preference as permissible by HUD<br />
regulations.<br />
If the unit fails the initial HQS inspection, the family and owner will be advised to notify SDHC once<br />
repairs are completed.<br />
If two failed re-inspections occur, the unit will be disqualified.<br />
2. Pre-inspection of Vacant units<br />
SDHC will make every effort to accommodate owners who have vacancies that can be inspected<br />
prior to having selected a tenant. Pre-approved inspections will be valid for 30 days. The owner will<br />
still be required to submit the RFTA to staff to begin the leasing process.<br />
E. MOVING FORWARD: BIENNIAL HQS INSPECTIONS<br />
Units that have passed two consecutive initial and/or annual inspections on the first inspection will be<br />
eligible for inspection every two years.<br />
Requests for the biennial inspection be waived and the unit to be inspected in the “off” year will be<br />
reviewed by the Inspection Supervisor on a case-by-case basis.<br />
Units that qualify for an annual inspection waiver will be subject to random inspections in the “off” year<br />
to ensure that they are maintained to minimum standards. This will ensure this activity continues to be<br />
viable.<br />
Participants will retain the right to request special inspections at any time in accordance with the Special<br />
Inspection policy.<br />
F. ANNUAL HQS INSPECTIONS [24 CFR 982.405(a), 24 CFR 982.405(b)(2)]<br />
SDHC conducts an annual HQS inspection within 3 months prior to the anniversary date. Special or<br />
Emergency inspections may be scheduled between anniversary dates.<br />
The property owner must correct HQS deficiencies that cause a unit to fail unless the tenant is<br />
responsible.<br />
The family must allow SDHC to inspect the unit at reasonable times with reasonable notice.<br />
The family and owner are notified of the date and time of the inspection appointment by mail. If the<br />
family is unable to be present, they must reschedule the appointment to be conducted within 14 days of<br />
