<strong>Chapter</strong> 5 – Subsidy Standards, Voucher Issuance, and Briefings<br />

F. BRIEFINGS AND REQUIRED ATTENDANCE [24 CFR 982.301]<br />
1. Initial Applicant Briefing<br />
A full HUD-required briefing will be conducted for applicant families who are determined to be<br />
eligible for assistance. The briefings will be conducted in groups or individual meetings and will be<br />
in English, Spanish and Vietnamese.<br />
The purpose of the briefing is to explain to the family how the program works and to go over the<br />
information and documents in the briefing packet. This will enable them to use the program to their<br />
advantage, and it will prepare them to discuss it with potential owners and property managers.<br />
SDHC will not issue a voucher to a family unless the household representative has attended a<br />
briefing and signed the voucher. Scheduled applicants who provide prior notice of inability to<br />
attend a briefing will be rescheduled. Applicants who fail to attend two scheduled briefings, without<br />
good cause, may be denied admission based on failure to supply information needed for<br />
certification. If required to accommodate a person with a disability, SDHC will conduct individual<br />
briefings for families with a disability.<br />
G. ENCOURAGING PARTICIPATION IN LOW POVERTY AREAS<br />
At the briefing, families are encouraged to search for housing in low poverty areas. SDHC has<br />
information about facilities, services, schools, and transportation for various communities.<br />
SDHC will investigate and analyze when Voucher holders are experiencing difficulties locating or<br />
obtaining housing units outside areas of concentration.<br />
The assistance provided to such families includes:<br />
- Direct contact with property owners.<br />
- Counseling with the family.<br />
- Providing information about services in various low poverty areas.<br />
- Meeting with neighborhood groups to promote understanding.<br />
- Formal or informal discussions with property owner groups.<br />
- Formal or informal discussions with social service agencies.<br />
- Meeting with rental referral companies or agencies.<br />
- Meeting with fair housing groups or agencies.<br />
H. ASSISTANCE TO VOUCHER HOLDERS<br />
Voucher holders will be notified at the briefing session how they may obtain a listing of available<br />
units in the community.<br />
I. ASSISTANCE TO FAMILIES WHO CLAIM DISCRIMINATION<br />
SDHC will give participants a copy of HUD form 903 to file a complaint.<br />
