Closing the Waiting List<br />
The SDHC may close a waiting list anytime that the SDHC determines that the applicant pool is large<br />
enough to fill the estimated amount of available Vouchers for the next twenty-four (24) months.<br />
The SDHC will announce the closing of the waiting list by public notice.<br />
The SDHC may close an entire waiting list or close only a portion, keeping part of the waiting list open<br />
and accepting applications only from certain categories of families that meet particular preferences or<br />
funding criteria or for any special programs.<br />
If the waiting list is open for special programs, it will only be open for accepting applications for the<br />
special programs. During the period when the waiting list is closed, SDHC will not maintain a list of<br />
individuals who wish to be notified when the waiting list is reopened.<br />
Opening the Waiting List<br />
The SDHC will give at least two weeks advance public notice that a family may apply for housing<br />
assistance before opening the waiting list.<br />
The notice shall be circulated in a local newspaper of general circulation, by minority media, and any<br />
other media outlets that SDHC finds suitable. The notice will comply with HUD fair housing requirements<br />
and will specify the following:<br />
1. The PHA name and address<br />
2. The dates, times and locations of where a family may apply and how to submit a pre-application<br />
3. The program(s) for which pre-applications will be taken<br />
4. A brief description of the program and eligibility criteria<br />
5. Any limitations on the criteria for the type of family that may apply<br />
6. The time limitation of the application period<br />
Once a waiting list is open, SDHC will accept pre-applications from eligible families unless there is good<br />
cause for not accepting the application, such as denial of assistance because of action or inaction by<br />
members of the family for the grounds stated in the “Program Terminations and Program Integrity Unit”<br />
chapter of this Administrative Plan.<br />
Applications will be accepted up to the close of business on the date announced in the public notice. For<br />
the purpose of this Administrative Plan, applications that are post marked on or before the closing date<br />
will be accepted.<br />
At no time will an application that is submitted by U.S. Mail be accepted later than 10 calendar days<br />
after the closing date of the waiting list.<br />
The SDHC does not accept any liability or responsibility for applications that are lost and/or misdirected<br />
by the U.S. Post Office.<br />
The open period shall be long enough to achieve a waiting list adequate to cover projected turnover and<br />
new allocations over the next 24 months.<br />
