<strong>Chapter</strong> 13 – Special Programs<br />
- Not deny other housing opportunities to persons who qualify for an HCV under this program other<br />
housing opportunities, or otherwise restrict access to SDHC programs to eligible applicants who<br />
choose not to participate;<br />
- Provide housing search assistance (24CFR Section 8.28(a)(3);<br />
- In accordance with rent reasonableness requirements, approve higher rents to owners that provide<br />
accessible units with structural modifications for persons with disabilities (24 CFR Section 8.28(a)(5);<br />
- Provide technical assistance, through referrals to local fair housing and equal opportunity offices, to<br />
owners interested in making reasonable accommodations or units accessible to persons with<br />
disabilities.<br />
SECTION 10: SHORT TERM TRANSITIONAL SUPPORTIVE PROJECT BASED PROGRAM<br />
The Short Term Transitional Supportive Project Based program will be a transitional housing program<br />
using flat-subsidy project-based subsidy paired with supportive services, offered by the selected provider<br />
agency.<br />
Waiting Lists: The service providing agency will create and maintain a site-based waiting list, which will<br />
comply with Fair <strong>Housing</strong> Laws. It is expected that the program participants will be sought out from the<br />
neighborhood streets and once the program is at capacity a waiting list will ensue. SDHC will audit this<br />
list to ensure compliance. Program participants will be encouraged to apply for and remain on SDHC<br />
tenant-based waiting list in order to transfer to the tenant based voucher program.<br />
Inspections: The units will be required to pass HQS inspection. All units will be inspected annually or<br />
every other year depending on the condition of the project.<br />
Administration: Auditing will be conducted by SDHC, including working with the supportive services<br />
agency staff to conduct a streamlined intake process, collecting vital information and documents for the<br />
purposes of verifying identification, homelessness status, and modified criminal history requirements.<br />
The intake and exit information will be provided to SDHC who will maintain vital data on each unit and<br />
its occupants to provide to HUD. The supportive service agency will also be required to submit<br />
semiannual reports to SDHC with information on occupancy per unit and program participation.<br />
Partner Selection: Project based subsidy for these programs will be awarded on a competitive basis.<br />
The exception will be if the program is housed in an SDHC-owned development, in which case the<br />
subsidy will be awarded non-competitively, per a prior HUD-approved MTW activity.<br />
SECTION 11: HOMELESS VETERAN PROJECT BASED PROGRAM<br />
The Homeless Veteran Project Based program will be a transitional program that will provide a flat<br />
rental subsidy to Veteran’s Village of <strong>San</strong> <strong>Diego</strong> to house 30 homeless veterans. The number of<br />
individuals served may increase if the program proves successful and if need and/or funding allows.<br />
Transitional in nature, the program participants will be provided with a housing subsidy for up to 12<br />
months while maintaining program eligibility.<br />
Administration: Program administration and auditing will be conducted by SDHC, including working with<br />
the VVSD staff to conduct a streamlined intake process, collecting vital information and documents for<br />
