<strong>Chapter</strong> 14 – Self-Sufficiency Action Plan<br />

- All decisions are subject to review and hearing procedures;<br />

- Requests for duplicate expenses or payment of items that have been previously paid for by<br />

FSS escrow funds will not be granted.<br />

Participants who are not expected to meet graduation requirements within the term of their<br />

contract are not eligible for financial support, such as book scholarships, interim withdrawals, bus<br />

passes, etc. These participants may continue to receive service coordination and other services, such<br />

as career planning and information referral.<br />

2. Escrow Account Interim Withdrawals<br />

SDHC may allow FSS participants with an escrow account established on their behalf to request<br />

interim withdrawals from the account to support completion of the steps in their Career Plan.<br />

Participants who have not completed interim steps on their Career Plan in a timely manner, may be<br />

denied interim escrow account withdrawals until the required activities are completed. Families<br />

who have not submitted receipts for previous interim withdrawal purchases may be denied<br />

subsequent withdrawals until such time as the receipts are submitted and verified. Final<br />

withdrawals may also be denied for failure to provide receipts from previous purchases.<br />

Interim escrow withdrawals cannot be used for:<br />

- Reimbursement of expenses already paid for by a participant, except for emergency<br />

automobile repairs that may be reimbursed as long as the participant submits an interim<br />

withdrawal request, repair receipts, and other appropriate documentation, within two (2)<br />

weeks of the repair. In such cases, participants must meet all other conditions for an interim<br />

withdrawal as described in section A. General Policy for Financial Assistance above;<br />

- Moving expenses;<br />

- Ongoing expenses (e.g., rent, utilities, telephone, cell phone, car payments, car maintenance,<br />

insurance, childcare);<br />

- Expenses not directly related to the Career Plan;<br />

- Expenses previously paid for through FSS escrow funds.<br />

Procedures for participants who wish to withdraw funds from the escrow account are as follows:<br />

Home Purchases<br />

A participant requesting an interim withdrawal of escrow funds in order to purchase a home must<br />

comply with the following guidelines:<br />

- Verification must be provided to the participant's Service Coordinator that escrow<br />

proceedings have begun;<br />

- Funds must be returned to SDHC if escrow proceedings have not been completed on a home<br />

purchase within 60 days of issuance of escrow funds.<br />

Automobile Repairs<br />

A participant requesting an interim withdrawal of escrow funds for automobile repairs must<br />

complete the following steps before an interim withdrawal will be considered for approval:<br />

- Provide verification to their Service Coordinator that funds for future automobile repairs<br />

have been estimated on the participant's current budget; and<br />
