<strong>Chapter</strong> 10 – <strong>Housing</strong> Quality Standards, Inspections, and Utility Allowances<br />

the original inspection date. Requests for the inspection to be rescheduled more than 14 days from the<br />
original inspection date will be reviewed by the Inspection Supervisor on a case-by-case basis. If the<br />
family does not contact SDHC to reschedule the inspection, or if the family misses/cancels three<br />
inspection appointments, SDHC will consider the family in violation of a Family Obligation and its<br />
assistance may be terminated in accordance with this Plan.<br />
1. Time Standards for Repairs<br />
Emergency Inspections<br />
The owner and/or tenant must correct emergency items that endanger the family’s health or safety<br />
within 24 hours of notification. (See Emergency Repair Items section).<br />
Special Inspections<br />
For non-emergency items, repairs must be made within 30 days.<br />
For major repairs, SDHC may approve an extension beyond 30 days.<br />
2. Rent Increases<br />
Rent to owner increases may not be given until the unit passes HQS.<br />
G. EMERGENCY REPAIR ITEMS [24 CFR 982.401, 24 CFR 982.404]<br />
The following are considered emergency repair items and must be corrected by the responsible party<br />
within 24 hours of notice by SDHC:<br />
- Units that cannot be secured.<br />
- Waterlogged ceiling in imminent danger of falling.<br />
- Major plumbing leaks or flooding.<br />
- Natural gas leak or fumes.<br />
- Electrical problem that could result in shock or fire.<br />
- Fire damage.<br />
- No heat when outside temperature is below 65 degrees Fahrenheit and temperature inside unit is<br />
below 65 degrees Fahrenheit.<br />
- Utilities not in service.<br />
- No running water.<br />
- Lack of one functioning toilet.<br />
- Lack of one functioning smoke alarm on each level of the unit.<br />
- Two or more non-functioning burners on a gas-burner stove<br />
If the emergency repair item(s) are not corrected in the period required by SDHC, and the owner is<br />
responsible, the <strong>Housing</strong> Assistance Payment will be abated and the HAP contract will be terminated.<br />
If the family does not correct an HQS breach for which they are responsible, in the time required, SDHC<br />
will refer the family to the Program Integrity Unit for action to terminate assistance to the family.<br />
